The Apartment Manager is responsible for the day-to-day oversight monitoring and upholding of LIHTC-funded affordable housing properties. This position is assigned to provide on-site services and management at three properties: Luella (90 units) Pathways (5 units) and Trinity (22 units). The purpose of the Apartment Manager role is to support residents in understanding and abiding by their lease expectations while ensuring the property environment remains safe well-maintained and responsive to the needs of the residents. Responsibilities include the full scope of resident lease compliance property standards and landlord tenant adherence. Working under the direction of the Associate Director of Permanent Housing the Apartment Manager ensures that all operational financial and property activities align with the YWCAs mission to provide high-quality affordable housing to income-eligible individuals and families.
This is a 100% on-site role that requires consistent physical presence during scheduled office hours. Remote or hybrid work is not available due to resident-facing and property oversight responsibilities. The managers presence across the properties should be representative of the associated tenant needs at each location.
RESPONSIBILITIES:
LIHTC Compliance & File Management
Ensure full compliance with LIHTC regulations including income certifications asset verification lease agreements and annual recertifications.
Maintain accurate and organized tenant files per applicable housing agency and YWCA requirements.
Submit all LIHTC certification documentation to third-party compliance agency (FIRMA) within required timeframes.
Partner with asset management on audit preparation and responses to monitoring agencies.
Oversee the implementation of resident lease obligations ensuring alignment with LIHTC program rules and YWCA policies.
Identify document and address lease non-compliance and resident concerns in a consistent trauma-informed manner.
Maintenance & Property Oversight
Collaborate with maintenance staff and vendors to ensure timely completion of repairs unit turnovers and ongoing upkeep at Luella Pathways and Trinity.
Report emergency maintenance incidents following escalation procedures.
Serve as the on-site representative regarding legal notices repair timelines and maintenance communications.
Ensure timely follow-up and resolution of open maintenance projects.
Conduct regular inspections to ensure physical standards safety and cleanliness are upheld; complete minor custodial or maintenance tasks when needed.
Assess and differentiate between levels of crisis and use professional discretion to respond appropriately or escalate when necessary.
Promptly report and document critical incidents per YWCA policy and regulatory guidelines.
Monitor overall property conditions to ensure compliance with lease health safety and regulatory standards.
Leasing & Occupancy Management
Oversee day-to-day leasing operations including application review rent collection unit readiness and inspections.
Coordinate with the Centralized Applications Team to advertise vacancies and process applicants in alignment with Fair Housing and LIHTC rules.
Monitor rent payments issue notices and initiate legal proceedings as necessary while supporting housing stability.
Conduct move-in/move-out inspections and provide new resident orientations including education on lease terms and LIHTC compliance.
Resident Engagement & Community Building
Act as the primary on-site contact for residents across both properties fostering a safe inclusive and respectful community.
Approach resident interactions with empathy and trauma-informed communication sensitive to the impact of mental health poverty and trauma histories.
Enforce community standards and lease terms consistently and equitably.
Coordinate with case managers and external service providers to connect residents with needed resources (e.g. employment education health services or crisis response).
Support resident voice and inclusion in community or property-related decisions when appropriate.
Financial Support & Data Entry
Enter occupancy data (e.g. move-ins/move-outs) accurately into the Yardi property management system.
Transmit resident payments to the Housing Finance Team according to internal procedures.
Maintain well-organized digital and physical documentation in compliance with YWCA protocols.
QUALIFICATIONS:
High school diploma or equivalent.
2 years of housing management experience in a multi-unit setting with leasing compliance duties.
Comprehensive understanding of public housing regulations (Hud Home Section 8).
Willingness to obtain LIHTC certification within six months of hire.
Proficiency in Microsoft Office and property management software (e.g. Yardi).
Strong leadership communication and organizational skills.

At the time of hire employees may choose to voluntarily enroll in the Fidelity 403b Plan. Typically after two years of employment employees are eligible to participate in the YWCA Retirement Fund with a 14% employer contribution.
$38.50 - $40.50 an hour
