PositionDescription
Under general supervision the Compliance Investigatorassiststhe Division Deputy Director in investigations of complaints against private occupational schoolsoperatingin the State. This includes gathering various documents from schools interviewing witnesses reviewing advertising undercover contacts and unannounced visitsrequested by theColorado Private Occupational SchoolBoard or directed by the Chief Occupational Education Officer (COEO)/Division DirectorDeputy Directors orAttorney General. Analysisof evidence gathered and completing written reports for the Directorsor theAttorney General orBoard which clearly outline theinvestigationfindings.

This position does not supervise any employees.
Scope ofResponsibilities
This intermediate level positionis responsible forindependently performing specialized duties byconductinginvestigations of complaints against private occupational schools.Positions at this level exercise judgment and initiative in their assigned tasks receive only occasional instructions orassistanceas new or unusual situations arise and are fully aware of the operating procedurespracticesand policies of the work unit.
JobDuties
ToassisttheDivisionDirector and Division Deputy Director in investigations ofthe high volume ofcomplaints against private occupational schoolsoperatingin the State.
Conductssite visits to schools to make observations conduct interviews and gather various documents from schools as requested by either theDivisionDirector DivisionDeputy Director the Attorney Generalor by the Board.
Conductsan analysisof observationsanddocuments; assessment of information gleaned from witness and student interviews and other necessary tasks to complete written reports for either the Directors or the Board which clearly outlines the findings of the investigation.
Coordinate action plans and work with Directors todeterminewhether matters require enforcement or Board action.
Assistwith calculating bond refunds due to studentsin compliance with statutory guidelines.
Completes tasks by workingindependently on investigations assigned often on the school site. Interacts with the school throughout the investigation in a professional manner that is in line with the Divisions mission of consumer protection and fostering quality and ethical business practices of schools.
Completes concise written reports that are a clear analysis of complaints investigatoryprocessand evidence for use by the Division DirectorsAttorney GeneralBoard in any administrative disciplinary action that may result from the investigation including testimony at hearings in the Office of Administrative Couts DistrictCourtor BoardHearings.
Conducts unannounced on-site visits to schools with or without DPOS staff for analysis of schools records andfacilitiesas assigned by the Division Director and/or Deputy Director.
Receives reviews and processes exemption requests from both in-state and out-of-state training providers and schools who may be exempt from regulatory oversight. Makesappropriate determinationbased on statute and rule.
Uses the Division DPOS Connect system databases and other approved internet investigative tools and techniques to conduct compliance and background research on schools as directed.
Maintains tracks and updates all complaint investigation activities in the DPOS system and is able to use the system to pull reports on investigations as requested.
Maintains investigative materials and evidence gathered in a secure and separate manner than Division day-to-day school documentation.
Coordinates with state Attorney General staff onappropriate legalmatters resulting from complaint investigations.
Communicates meets with and advises representatives from other state agenciesregardingassociated complaints exempt schools and Eligible Training Providers List matters.
Attends monthly Board Meetings andprovidesupdates to Board membersregardingongoingcomplaint investigations.
Advises unauthorized in-state and out-of-state training providers/schools on the exemption and/or school application process in order to obtain state regulatory compliance.
Other responsibilities as assigned.
Education and Experience
Any combination of experience and education that wouldlikely providethe required knowledge and abilities is qualifying. A typical way to obtainthe knowledgeand abilities would be:
Education:
Bachelors degreefrom an accredited university or collegeinPublic Administration CriminalJusticeor related field.
Substitution: six (6) years of experience in a related field can replace the education requirement of a bachelors degree.
Experience:
Twp (2) years of experience in governmental regulation administrative or criminal law orrelated field.
Strong organizational skills are necessary with proven ability to plan and execute investigations
Excellent oral written and interpersonal communication skills
Resourceful reform-oriented and ableto take initiative in a changing environment.
Communicate effectivelyanticipatingneeds and keeping team members informed of problemsand issues.
Working with governing boards
Licensesand Certifications:
Valid Colorado drivers license and compliance with all requirements for driving astatevehicle arethroughout the term of employment
Knowledge of:
State statutes rules and regulations policies procedures and guidelines

TypicalWorkingConditions
The employee works in a 40-hour work week either remotely hybridor in-office depending on the arrangement met during employment with the supervisor duringnormal office hours of Monday Friday 8:00 am 5:00 pm.
Job duties may occasionally require working extended hours or hours outside of the regular schedule.
The position may require periodic in-state and out-of-state travel requiring occasional overnight stays. The position requires the ability to travel independently through thestateincluding overnight stays.
