Job Summary:

The Employee Relations Officer (ERO) is responsible for providing support and guidance throughout the agency. Support includes but is not limited to mediation coaching progressive discipline employee development administrative personnel investigations and training. Provides and assists leadership with implementing administering and analyzing employee performance. The ERO provides mediation and helps foster a positive work relationship between employees managers supervisors and administrators. The ERO provides consultative services to all areas within ADOT. The ERO also creates and provides training within various entities at ADOT.

This position may offer the ability to work remotely within Arizona based upon the departments business needs and continual meeting of expected performance measures.

The State of Arizona strives for a work culture that affords employees flexibility autonomy and trust. Across our many agencies boards and commissions many State employees participate in the States Remote Work Program and are able to work remotely in their homes in offices and in hoteling spaces. All work including remote work should be performed within Arizona unless an exception is properly authorized in advance.

Job Duties:

Facilitates all aspects of employee relations inclusive of investigations complaints and appeals performance improvement plans and progressive discipline. Compiles documentation interviews policies procedures statute state and federal law records also performs fact finding through research and analysis to build an informational report that will be reviewed by HR/Agency Leadership and Attorney Generals Office. Writes letters memos reports presentations and general correspondence.

Provides guidance to supervisors/managers concerning all areas of employee relations. Including management of employee work performance and behaviors recommending corrective and disciplinary actions and developing strategies to improve employee performance. Partners on policy updates and assessment of processes and rules.

Assists employees in understanding their responsibilities and rights and advises on dealing with workplace problems in a productive manner. Provides mediation between employees and leaders.

Partners and consults with Human Resources (Equal Employment Opportunity Employee Accommodations Operations and Recruitment Human Resource Business Partners) to ensure employees fairness and consistency non-discriminatory treatment of employees and determination of workplace accommodations.

Knowledge Skills & Abilities (KSAs):

Knowledge of:
-Demonstrated knowledge of agency disciplinary practices/procedures ADOA personnel rules Arizona Administrative Code and Family and Medical Leave Act
-Demonstrated knowledge of Department of Labor Laws and Practices Fair Labor Standards Act Civil Rights Act of 1964 and American with Disabilities Act

Selective Preference(s):

Degree in Human Resources or related field. Human Resources certification (PHR SHRM HRCI etc.). Experience in Human Resources setting (Employee Relations Generalist Business Partner Recruiting HR Operations).

Pre-Employment Requirements:

Drivers License

If this position requires driving or the use of a vehicle as an essential function of the job then the following requirements apply. Any employee operating a motor vehicle on State business must possess and retain a current valid class-appropriate drivers license complete all required training and successfully pass all necessary drivers license record checks. The license must be current unexpired and neither revoked nor suspended. Employees who drive on state business are subject to drivers license record checks must maintain acceptable driving records and must complete all required driver training. An employee who operates a personally owned vehicle on state business shall maintain the statutorily required liability insurance (see Arizona Administrative Code (A.A.C.) R.11).

All newly hired State employees are subject to and must successfully complete the Electronic Employment Eligibility Verification Program (E-Verify).
