Description

Job Title: Director of Early Childhood Programs

Reports To: Chief Operating Officer

Status: Full-Time Exempt In-Person role

Pay Range: $90000 to $95000 annualized

Summary: Responsible for the management of all aspects of delivery of YWCA mission in the Education and family services department to include Head Start Early Head Start VPK & SR programs and Court Care programs in accordance with state local and federal regulations and to assist the Chief Operating Officer in the on-going planning development implementation and evaluation of all education and family programs of YWCA. The Director will lead the day-to-day operational oversight in the delivery of a high quality outcomes based program of early childhood education and education development this includes supporting all key component areas of the Head Start program through implementation and monitoring of the Head Start Performance Standards to ensure compliance identifying needs and resources program management and quality improvement communication and reporting. Director will work with the COO in providing leadership that aligns with the agencys mission Education programs Head Start Performance Standards and funders guidelines and regulatory compliance. Ensures that staff are following all policies and procedures and demonstrate our core values of Courage Commitment and Compassion.


Essential Duties and Responsibilities include the following.

Builds strong professional teams who enjoy a good working relationship with each other as well as with parents and the community at large.

Takes the necessary steps to provide a safe and caring environment that fosters well-being and maintains respectful and responsible behavior for each participant.

Oversees the implementation of program curriculum and enhancements at all early childhood centers and court care sites. Provides direction and support to ensure effectiveness and efficiency of programs.

Prepares funding applications including monitoring and reporting to funding sources as required.

Writes and prepares annual end of year reports to early childhood and all other funding partners

Assures compliance of all Head Start Early Head start Early Learning Coalition Voluntary Pre-K United Way MDPS Miami-Dade and Broward County requirements.

Supervises all YWCA Early Childhood Centers including the Center Services Directors Curriculum Specialists Disabilities Coordinator Mental Health Coordinator Family & Community Engagement Manager Program Administrative Coordinator Multi-Site Court Care manager and any other coordinators/specialists under Early Childhood Programs Department.

Provides hands on support to the staff at the sites to ensure that they are operating implementing and coordinating the delivery of the services in a manner consistent with the requirements of contractual agreements regulations and standards.

Establishes maintains and complies with credential and educational requirements for teaching staff and center directors and coordinators.

Assesses staffing analyzes gaps and develops action plans to close those gaps

Supports COO with the implementation of the Head Start program governance as outlined in policies and procedures.

Prepares submits and is responsible for Corrective Action Plan for all HS/EHS/EXP sites

Prepares for approval from COO the annual HS application

Oversees process of Annual HS Self-Assessment TTA Plan and Goal planning

Works with the COO & CFO to develop and manage the Head Start Early Head Start Program OMB budgets and assists each center director with the implementation of their budget.

Promotes and oversees school readiness goals; supporting a comprehensive approach to early childhood development; implementing the agencys Head Start Plan including goals objectives outcomes

Focuses on continuous quality improvement; assist in collecting aggregating analyzing and trending data for use in program planning and design

Creates a superior program experience and prepares staff to offer a rich and robust offering of early Childhood programming at all sites

Creates and accesses professional development opportunities for staff in the Head Start Early Head start and any Early childhood departments

Attends HS policy committee meetings and all Division meetings as required

Monitors frequently all program locations to ensure a safe and enriching environment for program participants

Ensures all Head Start Early Head Start Early Childhood meet/exceeds quality standards.

Develops annual and ongoing training programs as needed for all Program staff to remain compliant with all state regulations.

Acts as the liaison between key community agencies and the YWCA for families clients and staff;

Oversees the recruitment of new teaching and Center Services personnel under the Head Start Early Head Start Early childhood programs.

Manages the accuracy and timelines of all reporting; that includes but are not limited to coordinators timesheets coordinators monthly reports; purchase orders; CDS VPK Federal Food ELC TCT and all reimbursements.

Oversees the implementation of Court Care/KidSpace programs

Supervises coaches and mentors the Court Care Multi-Site Manager and its staff

Develops monitors and implements the Court Care & KidSpace programs budget

Reviews and submits monthly and quarterly reporting to funders and others for Court Care programs

Develops Monitors and implements the budgets including the all funders.

Develops relationships with school principals for After School Program growth and retention

Monitors enrollment and revenue and makes adjustments to the program expenses as necessary

Performs other duties assigned or requested.

Requirements

Education/Experience:

Bachelors degree in Early Childhood Education Child Development or closely related field of study with minimum of 18 credits in Early Childhood coursework identified and three (3) to five (5) years of professional and supervisory child care and children management experience preferably in a non-profit environment or equivalent combination of education and experience. Masters degree highly preferred.

Head Start Program Experience highly preferred. Must have experience in childcare operations developing and managing budgets fiscal management supervision training & development of staff; and administration. Must have managed large staff at multiple locations. Must have or be able to get Florida Directors Credentials within 90 days.

Language Ability:

Ability to read analyze and interpret common scientific and technical journals financial reports and legal documents. Ability to respond to common inquiries or complaints from customers regulatory agencies or members of the business community. Ability to effectively present information.

Math Ability:

Ability to add subtract multiply and divide in all units of measure using whole numbers common fractions and decimals. Ability to compute rate ratio and percent and to draw and interpret bar graphs.

Reasoning Ability:

Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written oral diagram or schedule form.

Computer Skills:

To perform this job successfully an individual should have a working knowledge of Microsoft Office applications to include Word Excel PowerPoint and Project. Knowledge of database tools as well.

Certificates and Licenses:

Knowledge of accreditation standards by NAEYC Apple and Gold requirements and the associated accreditation process. Directors Credential is highly preferred or must be obtained within 90 days.

Supervisory Responsibilities:

Manages two or more subordinate supervisors and staff members. Is responsible for the overall direction coordination and evaluation of these units. Carries out supervisory responsibilities in accordance with the organizations policies and applicable laws. Responsibilities include interviewing hiring and training employees; planning assigning and directing work; appraising performance; rewarding and disciplining employees; and addressing complaints and resolving problems.
