Position Description
Position Overview:
The Environmental Coordinator serves as the environmental subject matter expert providing critical support to ensure regulatory compliance across a variety of projects within Harris County including roadway drainage park and architectural design and construction. This role involves guiding project teams through environmental requirements assisting with permit acquisition environmental assessments and ensuring adherence to local state and federal environmental regulations. The coordinator works closely with project managers and multidisciplinary teams to integrate environmental compliance into all phases of project planning and execution.Job Duties:
- Serve as the environmental subject matter expert providing guidance on environmental regulations and compliance requirements for roadway drainage park and architectural projects.
- Assist project teams in understanding and meeting local state and federal environmental regulatory standards.
- Apply specialized knowledge of wetland regulations threatened and endangered species protection cultural resources management and hazardous materials handling to ensure comprehensive environmental compliance.
- Support preparing submitting and tracking environmental permits and approvals.
- Conduct environmental assessments and reviews to identify potential impacts and mitigation measures related to wetlands wildlife cultural resources and hazardous substances.
- Collaborate with project managers and multidisciplinary teams to integrate environmental compliance throughout project planning design and construction phases.
- Monitor ongoing projects for adherence to environmental regulations and permit conditions.
- Coordinate with regulatory agencies and stakeholders to facilitate smooth project approvals and compliance.
- Maintain up-to-date knowledge of environmental laws regulations and best practices applicable to Harris County projects.
- Prepare and maintain documentation and reports related to environmental compliance activities.
- Provide training and support to project staff on environmental policies and procedures.
- Participate in disaster recovery efforts as assigned ensuring environmental considerations are integrated into recovery activities.
- Perform other duties as assigned to support department and project goals.

Education:
- Bachelor of Science (BS) degree in Environmental Geosciences Environmental Studies Water Resources Environmental Engineering Civil Engineering or other related studies from an ABET-accredited university.
Experience:
- Minimum of two (2) years of professional experience in environmental consulting regulatory coordination and environmental inspections and/or environmental project management demonstrating a solid understanding of environmental compliance and permitting processes within public infrastructure or construction projects.
Knowledge Skill & Abilities (KSAs):
- Comprehensive knowledge of environmental issues related to hazardous materials wetlands sensitive habitats cultural resources stormwater management and other regulatory considerations involved in the development and construction of public infrastructure projects.
- Working knowledge of applicable federal state and local environmental regulations and standards including but not limited to:
- U.S. Army Corps of Engineers (USACE) Waters of the U.S. (WOTUS) regulations and Section 404/Section 10 permitting processes.
- National Environmental Policy Act (NEPA) requirements and compliance procedures.
- ASTM standards for Phase I Environmental Site Assessments (ESA).
- Texas Antiquities Code and cultural resource management regulations.
- Endangered Species Act (ESA) and Migratory Bird Treaty Act (MBTA).
- Texas Risk Reduction Program and Voluntary Cleanup Program.
- Texas Pollutant Discharge Elimination System (TPDES) Stormwater General Permit for Construction Activities.
- Regulations related to leaking petroleum storage tank cleanups and Brownfields redevelopment.
- Strong oral and written communication skills with the ability to effectively prepare technical reports correspondence and presentations.
- Excellent analytical and problem-solving skills to evaluate environmental data and ensure regulatory compliance.
- Proficient in Microsoft Office Suite (Word Excel PowerPoint Outlook) for report generation data analysis and communication.
- Ability to work independently with minimal supervision as well as collaboratively within multidisciplinary project teams.
- Detail-oriented with strong organizational skills to manage multiple tasks and deadlines efficiently.
- Adaptability and flexibility to respond to changing project requirements and environmental conditions.

Education:
- A Master of Science (MS) degree in Environmental Geosciences Environmental Studies Water Resources Environmental Engineering Civil Engineering or a related field from an ABET-accredited university is highly preferred and may be considered in lieu of the required professional experience.
Experience:
- 3-5 years of professional experience in Environmental consulting environmental regulatory coordination inspections and project management.
Knowledge Skill & Abilities (KSAs):
- Ability to accurately read interpret and analyze engineering and architectural plans to assess environmental impacts and ensure regulatory compliance.
- Proficient in the use of handheld Trimble GPS systems for conducting precise environmental field surveys data collection and site assessments.
- Working knowledge of the latest versions of ArcGIS Pro and ArcGIS Desktop with the ability to create manage and analyze spatial data for environmental mapping and reporting purposes.
- Strong technical aptitude for integrating GIS data with environmental project requirements to support decision-making and regulatory submissions.
- Detail-oriented with the ability to troubleshoot field equipment and software to maintain accuracy and efficiency in data collection and analysis.
General Information
Position Type and Typical Hours of Work:
Full-Time Regular 40 hours per week.
Subject to early mornings late evenings weekends and holidays at times depending upon the project or workload.Salary:
Commensurate with experience based on 26 pay periods.
Physical Demands and Environmental Exposure:
- Work is performed both indoors in a normal office environment with acceptable lighting temperature air conditions and noise levels as well as outdoors as dictated by work requirements.
- Extensive use of a video display terminal (computer monitor).
- May be exposed to fluids compounds or chemicals used in office environments and outdoor project areas.
- Sitting for extended periods of time with frequent standing and walking and occasional ascending/descending stairs.
- Visits to outdoor locations for compliance verification visits - exposure to heat humidity rain and wind.
- Occasional exertion of up to 20 pounds of force and/or a negligible amount of constant force necessary to move objects.
