Job Description

The City of Saratoga Springs currently has an opening for a Building Inspector III. This is a full-time non-exempt position with the Saratoga Springs Building Department of approximately 40 hours per week. This position is under the specific supervision of the Building Official. This position includes performing inspections on residential commercial and industrial buildings; to accomplish this a variety of working level Para-professional and technical duties are needed to assure compliance with city county state and/or federal international building electrical mechanical plumbing energy fuel gas and fire codes and ordinances.

This opening may be filled with Inspector I II III or any combination of these. We are willing to train Inspector Is that have at least one residential certification.

Job Responsibilities

ESSENTIAL JOB FUNCTIONS:

  • Conduct inspections of residential commercial and industrial projects for compliance with the most currently adopted State and Local Code and Standards.
  • Review approved building plans to ensure buildings are built to match the approved plans.
  • Serve as a resource to contractors on matters related to code requirements and construction techniques and practices
  • Discuss and explain ordinances and codes to concerned homeowners and contractors
  • Participate in the development and implementation of departmental policies practices and procedures related to building plumbing mechanical electrical and related codes
  • Investigate alleged code violations and determine whether a violation exists
  • Inform building owner/worker of the violation in building construction Serve correction notices
  • Maintains files on buildings under construction inspection checks work notices soils and concrete tests etc.
  • Follow up on written agreements between the city and building owners developers contractors etc.
  • Attend meeting and trainings as directed by the Building Official
  • Receive corrected interpretations and pass the same unto the public as the occasion arises
  • Provide solicited input regarding code changes
  • Review and study international codes to stay abreast of changes
  • Perform entry level technical duties
  • Performs other duties as assigned

Qualifications

JOB QUALIFICATIONS & COMPETENCIES:
Education & Experience:

  • Graduated from High School or equivalent
  • A minimum of four 4 years of experience in a related field or an equivalent combination of education and experience three year of which must have been performing work as a building inspector


Certifications Required:

  • Must possess at least four 4 residential certifications building electrical plumbing and mechanical
  • Must possess at least four commercial ICC certifications
  • Must hold and maintain a license with the State of Utah as a combination inspector and
  • Must possess a valid Utah drivers license

Knowledge Skills & Abilities

  • Construction methods and materials common to commercial industrial and residential construction projects
  • Basic engineering standards and codes
  • Political legal and governmental processes affecting various building programs and project management
  • Must have knowledge and understanding of the building plumbing electrical mechanical energy conservation codes and the ANSI 117.1 standards for Accessibility.
  • Modern construction methods practices materials tools and equipment
  • Working knowledge of basic drafting techniques blueprint and related specifications
  • Interact with the public in emotional situations while maintaining a professional and polite demeanor
  • Communicate in a concise and effective manner
  • Work independently with little supervision
  • Establish and maintain effective working relationships with developers contractors citizens coworkers and supervisors
  • Exercise sound and good judgment at all times
  • Basic computer skills and the ability to work in a variety of computer programs as required for the position.
  • Interpret regulations and codes to builders and property owners and assist them in altering construction plans to meet established standards
  • Assist building officials with the abatement of unsafe buildings
  • Perform plan checking
  • Examine blueprints or specifications of new buildings or contemplated repairs of old buildings for conformance to zoning ordinances and building codes
  • Participate in the development and implementation of departmental policies practices and procedures related to building plumbing mechanical electrical and related codes
  • Follow up on written agreements between the city and building owners developers contractors etc.
  • Performs other duties as assigned

  • Work involves walking talking hearing using hands to handle feel or operate objects tools or controls and reaching with hands and arms. Vision abilities required by this job include close vision and the ability to adjust focus.
  • The employee may be required to push pull lift and/or carry up to 80 pounds.
  • The noise level in the work environment is usually moderately quiet while in the office and moderately loud when in the field.
  • Work may periodically require the employee to climb balance bend stoop kneel crouch and/or crawl.
  • The employee may be required to work in outside weather conditions in wet and/or humid conditions in high precarious places near moving mechanical parts near fumes airborne particles and/or toxic or caustic chemicals or near risk of electrical shock and/or vibration.

Compensation and Benefits

Salary Range:

The full salary range is as follows please note hiring will normally occur at the Minimum of the range and will not exceed the Midpoint of the range:

Inspector I -- Minimum - $25.45hr. Midpoint - $30.54/hr. Maximum - $35.63/hr.

Inspector II -- Minimum - $27.97hr. Midpoint - $33.57/hr. Maximum - $39.16/hr.

Inspector III-- Minimum - $31.33hr. Midpoint - $37.60/hr. Maximum - $43.87/hr.

The City participates in the Utah Public Retirement System (pension). In addition the City does not participate in Social Security so no Social Security taxes are deducted from your paycheck. In lieu of the Citys Social Security contributions the City contributes 6.2% of salary into a 401(k) retirement plan.

Leave time benefits include 120 hours of paid time off (PTO) accrued annually 40 hours of short-term medical accrued annually and 11 holidays annually. The City also offers flexible work week schedules (all schedules must be approved by the department head).
