Parts Lead Specialist to join our team.
Universal Services is the enterprise IT solutions center for the departments and offices of Harris County providing Information Technology Public Safety and Justice Technologies 311 Constituent Engagement Services Fleet Services and Records and Information Governance Services.

The Parts Specialist - Team Lead plays a key role in supporting the daily operations of the Parts Department within Fleet Services. This role supports the Parts Manager in overseeing inventory coordinating parts procurement streamlining parts delivery and guiding team members in parts-related operations. The Parts Technician IV is expected to demonstrate leadership in vendor management stock level optimization and staff development to ensure technicians receive timely support and vehicles return to service quickly. This role directly supports the uptime of fleet vehicles by ensuring timely cost-effective and accurate parts support. The Parts Technician IV is a subject-matter expert responsible for not only maintaining the flow of parts but also shaping the next generation of team members and optimizing the departments operations.
Duties and Responsibilities:
Leadership and Training:
Assist Parts Manager in assigning daily tasks and responsibilities to parts team members as needed.
Support the development of Parts Technicians through on-the-job training and guidance.
Drive and support continuous improvement initiatives across the VMC locations
Assist the Parts Manager in performance reviews process updates and strategic planning.
Complete assigned duties and other task as directed by management
Demand Planning and Procurement:
Forecast demand and monitor inventory levels to ensure stock availability while minimizing excess.
Evaluate vendor options to support price control and ensure timely delivery.
Assist with locating substitute or hard-to-find parts when necessary.
Coordinate with other departments for special-order items.
Inventory Control Order Fulfillment and Billing:
Maintain accurate records of on hand inventory movements and consumption.
Ensure all parts distributed from inventory are billed to appropriate work orders in the fleet management system
Audit work orders for accuracy; create new work orders with documented justification when necessary.
Ensure parts are delivered from inventory directly to technicians.
Fulfill work order requests promptly to minimize technician wait time.
Inventory Stocking and warehouse management:
Receive inspect label and store incoming parts in designated locations.
Conduct routine cycle counts and ensure accuracy in inventory systems.
Maintain a clean organized and labeled stockroom including tire racks and external parts areas.
Coordinate vendor services for disposal and replenishment including oil drums metal bins and used parts.
Maintain external parts storage areas in compliance with safety and environmental standards.

Education:
High School Diploma or GED
Experience:
Must have Minimum 2 years of parts inventory experience including billing charging and vendor sourcing
Minimum 2 years of customer service experience involving internal stakeholders and/or external clients
Knowledge Skills and Abilities:
Strong working knowledge of vehicle parts mechanical systems and common repair procedures
Demand Planning Inventory and parts management best practices
Process efficiency and continuous improvement methodologies
Familiarity with vendor evaluation and procurement strategies
Proficient in Microsoft Office Fleet Management and/or Inventory Management Software
Strong organizational and communication skills
Capable of operating forklifts scissor lifts and other warehouse equipment
Demonstrated ability to work independently and as part of a team
Ability to lead small projects coaching and mentoring others in daily tasks
