Job Description

JOB SUMMARY  

The Infrastructure Director leads the growth of the Turner & Townsend Infrastructure business in Japan. The Turner & Townsend Infrastructure business in Asia has a strong foundation with long-term commissions within the Aviation Rail and Power sectors. The successful individual now needs to build from these and expand these sectors that we serve in Japan. This involves: 

Turner & Townsend 

  • Collaborating with our global teams to further develop compelling service propositions for the Japan Infrastructure market.  

  • Engaging extensively with potential clients and alliance partners to build a string pipeline of opportunities.   

  • Building the capability and value propositions to achieve high levels of conversion for the opportunity pipeline. 

  • Maintain a strong pipeline of potential recruits to support the opportunity pipeline justifying advanced and speculative recruitment where necessary to secure opportunity.  

  • Further develop the management team with sub-regional directors key account managers and technical service leaders the key roles that are to be filled over time localising these roles where possible.   

  • Ensure that service reviews and assurance activities are happening and that our service delivery meets/exceeds client expectations. 

  • Overall accountability for the Infrastructure P/L in Japan. Meet the ambitious growth target to triple the size of the business within five years. P/L5 3

Sectors  

  • Aviation we have a proven track record both globally and regionally and this is a natural focus to maximise.  

  • Rail this is an area of high investment and a sector that we have a strong track record elsewhere in the world. This should be an area where we can achieve success.  

  • Power the power market appears to be more fragmented and more parochial than Transport. There should be opportunity on the larger projects but more work is needed to uncover the pipeline and build a compelling proposition.  

Services  

  • Programme set up Front end of the programmes assisting with the process system organisation baseline contracting approach BIM. BIM

  • Programme delivery Project controls schedule risk interface BIM management project management type services. PMO opportunities for capital projects and asset management programmes. BIMPMO 

  • Cost Planning and cost estimating. 

  • Post contract administration. 

 

 


Qualifications :

  • Likely to be 15 years plus experienced and have delivered a number of major projects and programmes. 15 
  • Qualified to a degree level likely to have come through from a Quantity Surveying Project Management or similar construction related field (Architectural or engineering degree) route. Worked across multiple sectors both at major project level (delivering Quantity Surveying Project Management or project controls based services) and at programme level (setting up project management and commercial functions processes systems and providing monitoring assurance and optimisation services). Experience of working within both client and contractor environments an advantage.   
  • Preference for local or in Asia experience with an ability to work in multi-cultural environments and evidence that they have set up the processes tools and systems at the early stages of a project. A profile that includes major project delivery balanced with some evidence of internal or external consulting type roles. A proven ability to sell consulting services. 
  • A generalist covering programme set up programme delivery project management project controls and pre and post-contract Quantity Surveying services. Able to convince clients of the benefits of the Independent Project Advisor role.      
  • Excellent written and communication skills in Japanese and English. Able to operate at programme board level and comfortable to present to large groups and senior executive levels.
