The Opportunity:

The Refugee & Immigrant Specialized Experience (RISE) program provides individualized support to IRCC eligible vulnerable immigrant and refugee newcomers in the Surrey and Delta communities with the goal of supporting their successful integration into the community through eventual participation or referral to the appropriate settlement programs. The RISE program works with IRCC eligible clients using an integrated holistic and client-centred model providing clients with specific One-on-One case management community connections and group orientations through a wrap-around approach.

The key areas of responsibility are:

  • Conducts outreach to solicit client referrals (Aged 15-30) to the program (including working with IRCC RAP);
  • Responds to client referrals by outlining the program eligibility and services;
  • Conducts client intake of eligible clients including service consent needs assessment or provides information on and referrals to other community service providers resources and professionals as required;
  • Conducts in-home assessment of client needs assets and capacities through interviewing clients preparing case histories;
  • Plans prepares and conducts life skills training encouragement and support (individual service specific to the needs of newcomer youth);
  • Participates in the development and implementation of group services including the workshops courses workshop series and support groups;
  • Provides in-home and community support and guidance to youth clients and their families; facilitates positive family communication assists clients in making positive changes and solving problems related to integration and self-sufficiency;
  • Connects clients to community resources and services through language and cultural support;
  • Provides emotional support cultural brokerage and feedback to clients including crisis response and intervention;
  • Detects issues such as depression family violence substance abuse intergenerational conflicts through the early identification of warning signs that may be present in part as a result of the cultural adjustment challenges faced by the client/client family and to refer clients to the appropriate support services;
  • Provides crisis counselling as needed to ensure IRCC clients are able to access settlement services;
  • Develops service/action plans that ensure that are integrated and holistic;
  • In more complex cases participates in integrated case management meetings or meets with professionals and social workers to report clients activities and progress discusses case planning issues and concerns;
  • Maintains related records and statistics. Produces reports including intake progress and discharge in accordance with established policies and guidelines;
  • Liaises with other community service providers professionals to coordinate services and to ensure that interests of clients are considered in decisions affecting them.;
  • Accompanies clients to meetings and appointments as needed.
  • Adheres to agency policies and procedures and standards of practice.

Qualifications candidates will posses:

  • Diploma in related human/social service field;
  • One (1) year recent experience in case managing vulnerable refugee youth populations or an equivalent combination of education training and experience;
  • Ability to speak/read/write English and Dari and Pashto at a professional level;
  • Demonstrated recent experience in conducting client needs assessments with multi- barrier vulnerable immigrant and refugee youth populations and implementing a holistic service or action plan;
  • Demonstrated ability to implement professional boundaries with clients;
  • Knowledge of the refugee experience and refugee settlement issues and knowledge of community agencies services and resources especially in the communities of Surrey and Delta;
  • Demonstrated ability to work independently problem solve with confidence to ensure effective case management;
  • Working knowledge of standard office equipment and software applications;
  • A valid class 5 Drivers license and access to a vehicle;
  • Ability to work a flexible schedule.
