Introduction

This is a position specific recruitment for the Maryland Department of Natural Resources Maryland Park Service. This recruitment will be used to fill current vacancies for the position and may be used to fill future vacancies in the same classification/function. Future vacancies may also be filled via other recruitments. The resulting eligible list will be maintained for one year.

Main Purpose of Job

A Park Technician I is the intermediate level of maintenance work in state parks and forests. Employees in this classification have responsibility for the oversight and maintenance of grounds facilities and equipment within a park forest or recreation area provide assistance on new facilities and perform maintenance work. Employees in this classification may lead or provide advice and guidance to unskilled or semi-skilled laborers including permanent employees long-term contractual employees seasonal employees and volunteers to include scheduling employees work assignments providing assistance on new facilities as well as performing maintenance work.Employees in this classification have as their primary function responsibility for the maintenance of park forest or wildlife grounds but may occasionally be assigned other operational functions. Employees in this classification may be trained and commissioned as forest wardens under the provisions of Natural Resources Article 5-206 Annotated Code of Maryland. Employees in this classification do not supervise.

Employees in this classification receive moderate supervision from a Park Technician Supervisor a Park Maintenance Program Supervisor or other designated official depending on the size of the park operation. Considerable time is spent out-of-doors under varying conditions often in isolated areas requiring arduous physical activity. It is also frequently necessary to travel extensively to remote areas of the State and work unusually long hours to accomplish seasonal requirements. The work will normally be performed within an assigned private or public land management project State wildlife forest or park lands.

Positions in this classification are evaluated by using the classification job evaluation methodology. The use of this method involves comparing the assigned duties and responsibilities of a position to the job criteria found in the Nature of Work and Examples of Work sections of the class specification.

The Park Technician Trainee Park Technician I and Park Technician II are differentiated on the basis of the degree of supervisory control exercised by the supervisor over these employees. The Park Technician Trainee learns to perform duties under close supervision. The Park Technician I performs duties under close supervision at times and under general supervision at other times depending on the complexity of the specific duty being performed. The Park Technician II performs the full range of duties and responsibilities under general supervision.

POSITION DUTIES

These intermediate level positions will be responsible for monitoring and maintenance of grounds facilities and equipment at the park including day use areas headquarters/shop complex and bathhouse buildings. The positions operate and maintain power tools and heavy equipment oversee and perform routine grounds facilities and equipment maintenance in these state parks. The positions will complete projects for maintenance repair and improvements to park grounds and facilities including carpentry electrical masonry and plumbing. Duties may include trail construction and maintenance mowing and trimming removal of downed and hazardous trees re-routing of park trails and boundary marking.

The incumbents may also lead work of seasonal employees and volunteers. While the maintenance of park buildings is the primary function of this position the selected candidates will also assist with day-to-day park operations including opening and closing park facilities assisting with park visitor needs and helping with special events as required.

MINIMUM QUALIFICATIONS

Education:Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience:One year of experience in the skilled maintenance or construction trades e.g. Electrician Plumber or experience in the maintenance of a park forest or wildlife facility.

Notes:

1. Candidates may substitute education in the field of forestry wildlife biology or park management at an accredited college or university at the rate of 30 credit hours for each year of experience for up to two years of the required experience.

2. Candidates may substitute additional experience at the rate of one year of experience for one year of education for up to four years of the required education.

3. Candidates may substitute U.S. Armed Forces military service experience as a non-commissioned officer in equipment facilities and services classification or equipment facilities and services specialty codes in the equipment facilities and services field of work on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

  • Candidates should have experience multi-tasking and working independently
  • Candidates should have experience in small equipment repair and basic vehicle maintenance
  • Candidates should be able to use a computer to fill out forms and utilize electronic e-mail
  • Candidates should be able to operate tractors and heavy machinery
  • Candidates should have experience leading work crews or volunteer groups in project completion
  • Candidates should have some operational experience in parks in the event of emergency or facility breakdown
  • Bilingual

LICENSES REGISTRATIONS AND CERTIFICATIONS

Employeesin this classification may be assigned dutieswhich require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operators license valid in the State of Maryland.

SPECIAL REQUIREMENTS

1. Some positions in this classification are assigned duties which will require thecandidates to be examined by a Physician. After an offer of employmentcandidates for such positions will be given a medical examination to certify theability to perform the essential job functions.

2. Upon permanent appointment employees in this classification may berequired to reside in the county region or park to which they are assigned.

3. Employees in this classification may be assigned duties which require a validoperator license for heavy equipment such as bulldozers back-hoes payloadersor tractors.

4. Employees in this classification may be required to provide a telephone numberlisted in the agencys telephone directory or on file with Forest Park andWildlife Communications Center in case of emergencies.

5. Employees in this classification may be required to attend training and be certified as a water plant operator.

6. Employees in this classification may be required to lift objects weighing up to40 or more pounds.
