Technical Leadership and Strategy
- Provide visionary leadership for the technical direction of EGPAF Mozambique in alignment with EGPAFs global priorities and strategies and MISAU guidelines.
- Oversee the technical quality and performance of all programs ensuring implementation with fidelity of evidence-based interventions and adherence to national and global best practices.
- Serve as the primary technical liaison with MISAU donors (e.g. CDC ViiV) and key stakeholders.
- Lead strategic initiatives to strengthen pediatric and adult HIV prevention care and treatment programs TB/HIV integration and emerging public health priorities.
Program Planning Implementation Performance Monitoring and Quality Assurance
- Lead supervise and guide the design of technically sound annual work plans program proposals and budgets in collaboration with project managers technical and finance teams and Country Director.
- Ensure consistent application of EGPAFs technical model and program strategies across all projects and provinces.
- Lead the development and dissemination of clinical guidelines technical tools and job aids for service delivery.
- Monitor program performance against targets and milestones providing corrective action as needed to achieve results.
- Champion continuous quality improvement initiatives and foster a culture of data-driven decision-making.
- Ensure continuous programmatic performance improvement by conducting regular site visits providing hands-on support to programmatic teams at all levels and implementing a structured capacity strengthening plan for the Inhambane SPS/DPS. This includes the integration of mentorship and peer-learning strategies alignment with national quality assurance frameworks and establishment of measurable indicators to monitor progress and impact.
- Ensure the provision of high-quality evidence-based technical assistance to MISAU and key stakeholders to strengthen national policies service delivery models and operational frameworks for HIV and TB programs. This includes participating in technical working groups supporting the development of national guidelines and contributing to capacity building efforts across all levels of the health system.
Evaluation Research Learning and Knowledge Management
- Provide technical leadership in the formulation and execution of EGPAF Mozambiques evaluation and research agenda.
- Support the development of evaluation and research protocols ethical review processes and dissemination of findings.
- Ensure and guide the documentation and sharing of program innovations lessons learned and best practices internally and externally.
- Ensure use of evaluation and research outcomes to improve programmatic interventions
Donor Engagement
- Lead technical contributions to development of project proposals.
- Engage regularly with donors to provide program updates highlight program successes and lessons learned and strategic insights.
- Ensure compliance with donor rules and regulations including donor project management and reporting requirements.
Team Management and Capacity Building
- Lead mentor and develop a high-performing technical team fostering a culture of learning excellence and collaboration.
- Build the capacity of EGPAF staff sub-recipients key partners and MISAU counterparts through technical assistance and training.
- Manage technical staff performance in line with EGPAF human resources policies and country structure.
Representation and Advocacy
- Represent and ensure visibility of EGPAF Mozambique at national regional and international technical forums and conferences.
- Advocate for policies and practices that enhance HIV/TB prevention care and treatment services.
- Strengthen partnerships with governmental non-governmental and multilateral organizations to amplify program impact and embrace new and critical areas of intervention (e.g. digital health).
Qualifications :
To be successful you will have:
- Medical Doctor with a Masters degree in Public Health (MPH) or equivalent.
- Minimum of 10 years of experience in HIV/AIDS and TB prevention care and treatment programs.
- At least 5 years in senior management and leadership roles preferably in resource-limited settings.
- Proven experience working with Ministries of Health PEPFAR/CDC and non-USG major donors.
- Experience in managing complex health programs including financial oversight.
- Excellent communication skills in both Portuguese and English with strong report writing and presentation abilities.
- Strong analytical skills and proficiency in using program data for decision-making.
- Willingness to travel extensively within Mozambique and internationally as required.
