Core Responsibilities:

As the Director of Program Implementation you will be responsible for leading co-creating designing and overseeing cross-Department program implementation projects from the DHHS Commissioners Office. You will be responsible for executing a portfolio of high-priority and high-impact projects across the health and human services spectrum.

You will act with considerable autonomy on behalf of the Commissioner Deputy Commissioners and the Senior Advisor of Program and Systems Integration in leading and coordinating project teams and work groups across DHHS as appropriate. You will be comfortable working across the entire health and human services spectrum including working on topics as varied as Medicaid public health behavioral health child welfare licensing and public benefits eligibility.

You will be comfortable in steering and co-creating all aspects of program implementation including policy development operational design rulemaking process design and change management. You will be deft and tactful in working with multiple DHHS offices to assemble teams to execute challenging and complex program implementation efforts. You will be comfortable in understanding the Federal and State legal and regulatory structure in designing program implementation efforts that are both legally compliant and operationally feasible.

In essence you will be a highly-skilled and versatile executive level leader that is comfortable in driving teams and initiatives toward success.

You will also:

Attend meetings conferences workshops and trainings in order to provide agency representation;
Organize and coordinate committees task forces and working groups in order to study specific challenges and develop workable solutions;
Review and analyze reports and assessments of agency programs policies and operations in order to identify specific problem areas and develop solutions;
Have established competency in management collaboration and effective communication within a large governmental agency or other complex organization;
Have a proven record of success in system knowledge operations and project management with a focus on setting measures tracking results and evaluating outcomes;
Develop and write requests for contractors and consultants receive bids organize and coordinate committees to review/rate bids and award contracts to acquire necessary technical and consulting services to meet assigned goals and objectives; and
Lead and coordinate strategic project implementation across DHHS offices.

Minimum Qualifications:

To qualify to be considered for this position your background must include 6 years of experience working in governmental agencies or complex health and human services organizations. This experience must include a combined 3 years of executive leadership experience and/or 3 years of program implementation leadership experience directly responsible for implementing programs.

Required educational background is a bachelors degree or preferred masters degree in business administration public administration public policy or another comparable field.

The background of well-qualified candidates will demonstrate the following competencies:

Demonstrated leadership in program development and oversight with the proven ability to interpret develop and implement programs policy and operations.
Ability to multitask and function effectively in a complex high-performing fast-paced professional environment.
Ability to identify and assess the role of specific program implementation initiatives and goals in the context of a broad agenda.
A high degree of professionalism confidentiality and sensitivity.
Facilitation experience with complex issues and ability to present important initiatives both externally and internally.
