Job Description
Salary range is $66k to $170k with a midpoint of $118k. New hires typically receive between minimum and midpoint however we may go slightly higher based on experience internal equity and market.

This is a Term-Limited role with an anticipated duration of 60 months.
GENERAL PURPOSE:
Under general direction the Senior Planner Operations Disruptions plans the Sound Transit rail and bus systems disruption service and recovery plans as part of the Passenger Experience divisions System and Service Planning team. This includes designing and implementing contingency and recovery plans and procedures for re-establishing service across all modes in the event of a disruption whether minor or catastrophic. This position requires on-call availability and is required to support execution of operating system contingency plans.
ESSENTIAL FUNCTIONS:
The following duties are a representative summary of the primary duties and responsibilities. Incumbent(s) may not be required to perform all duties listed and may be required to perform additional position-specific duties.
- Recommends and implements disruption strategies and impact reduction strategies.
- Conducts assessments to identify vulnerable areas in the Sound Transit system.
- Works with Service Delivery and Agency Oversight Departments to assist in development of contingency plans and recovery plans.
- Conducts research on emerging standards services and protocols in support of contingency planning.
- Provides contingency passenger transportation plans for special events planned maintenance/construction activities and unplanned service disruptions.
- Makes recommendations on the preferred contingency plan for a given scenario and supports with evidence.
- Works with other business units divisions and/or departments to coordinate all aspects of contingency and recovery plan implementation efforts during an actual disruption including initial emergency response and recovery procedures.
- Works with Service Operations to regularly conduct simulations and test runs of system disruptions for continuous improvement.
- Champions and models Sound Transits core values and demonstrates values-based behaviors in everyday interactions across the agency.

MINIMUM QUALIFICATIONS:
Education and Experience: Bachelors Degree in Civil Engineering Urban Planning Transportation Mathematics or closely related field. Five years of experience working in project management in rail transit or transportation planning or design; Or an equivalent combination of education and experience.
Required Knowledge and Skills:
- Urban transportation systems analysis and management.
- Transit planning operations and services.
- Knowledge of a wide variety of ridership operations and cost data sources typically used in transit forecasting and modeling.
- Methods and techniques of data collection research and report preparation.
- Strategic policy management principles and practices.
- Understanding and interpreting policies and procedures sufficient to administer discuss resolve and explain them to staff and other constituencies.
- Principles and practices of governmental budget administration.
- Project management techniques and principles including developing and managing project scopes schedules cost planning and budget creation and management.
- Managing complex projects and making decisions in fast-paced difficult environments.
- Contract and agreement administration.
- Exercising independent judgement.
- Analytical strategic and critical thinking.
- Analyzing problems and identifying alternative solutions; projecting the consequences of proposed actions and implementing recommendations in the support of Agency goals.
- Establishing and maintaining effective and cooperative working relationships with other department staff management vendors outside agencies community groups and the general public.
- Federal state and local laws codes and regulations pertaining to planning and transportation.
Preferred Knowledge and Skills:
- HASTUS and Remix software.
- Higher level mathematics and statistical methods used in forecasting and modeling of a variety of technical information.
- GTFS TIDES and other structured data formats.
Physical Demands / Work Environment:
- Work is performed in a standard hybrid office environment.
