Job Description

Essential Duties & Responsibilities

  • This position will be assigned to the Valley Region but is a district-wide role.

  • Perform management oversight of construction activity on behalf of the client; report on contractor regulatory and contract safety compliance across multiple project sites.

  • Monitor compliance with all applicable OSHA requirements related to the specific construction projects.

  • Conduct daily safety reviews of in-progress work in accordance with current safety regulations and standard operating procedures (SOPs).

  • Monitor adherence to Owner Controlled Insurance Program (OCIP) requirements and procedures.

  • Provide support to the Program Safety Manager including attending meetings and delivering safety reports or analyses as requested.

  • Attend construction meetings with the project team and general contractor; lead safety discussions (toolbox talks) report on-site observations (Observation Report) and review upcoming construction schedules for hazard preparedness.

  • Perform ongoing construction site safety inspections and generate daily safety reports for each site visit.

  • Submit weekly Project Health Safety and Environmental Observation Reports to the Project Manager.

  • Review contractor safety submittals for accuracy and completeness including Job Hazard Analyses (JHAs) Methods of Procedures (MOPs) Fall Protection Plans Crane Lift Plans Excavation and Scaffold Erection Plans Confined Space Entry Plans and high-risk operation assessments.

  • Review contractor-submitted incident reports participate in safety stand-downs and prepare lessons learned for the Program Safety Manager.

  • Conduct and document safety orientation sessions with contractor safety representatives.

  • Enforce zero-tolerance and corrective action policies for non-compliance with safety policies.

  • Maintain flexibility to work at multiple job sites across the greater Los Angeles area based on scheduling and assigned duties.

  • Effectively manage multiple active construction projects prioritize daily tasks and perform safety oversight as needed.

  • Possess strong written and verbal communication skills.

Minimum Required Qualifications:

  • 10 years of commercial construction experience in the U.S. with a general contractor

  • 5 years of experience in California with a contractor or major subcontractor

  • 2 years of experience on educational projects in a campus environment

  • Strong background managing field construction teams on multiple projects

  • Experience in demolition renovation and new construction projects

  • Familiarity with working on OCIP programs

  • All certifications must be active and current (copies must be included in the resume package)

  • Minimum required certification:

    • Safety Management Specialist (SMS) OR

    • Construction Health and Safety Technician (CHST) OR

    • Certified Safety Manager Construction (CSMC)

  • Current First Aid/CPR/AED certification (copy must be included for verification)

  • Experience with modernization/renovation projects involving abatement hazardous material remediation and hazardous waste handling (e.g. asbestos lead-based paint)

  • Strong background working with senior management and field teams on large-scale building programs across multiple sites

  • Experience participating in scheduled construction meetings with contractors and project managers

  • Skilled in safety incident reporting and daily construction reporting across multiple projects

  • Strong communication skills for working with construction management staff and contractor site management

  • Ability to manage and report safety incidents in compliance with OSHA regulations and client-specific requirements

  • Proficiency in Microsoft Office Adobe Acrobat and standard construction-related software

Preferred Qualifications:

  • Degree in construction management safety management safety engineering or a related field

  • Additional safety/health certifications relevant to this position

  • Current 40-Hour HAZWOPER certification

  • Current OSHA 500 (Trainer in Occupational Safety and Health Standards for the Construction Industry)
