Science Service Sustainability

The Domestic Wastewater Permitting Coordinator III provides significant experience and advanced subject matter knowledge control environmental effects of domestic wastewater and sludge by maintaining General permits and issuing coverages (National Pollution Discharge Elimination System (NPDES) and No Discharge (ND) land application permit) reviewing closure plans and processing speculative waste load allocation requests related to domestic wastewater facilities.

Responsibilities:
  • Determine General permit conditions for domestic wastewater and water treatment plant discharges; request necessary intra-agency input; review historical and background monitoring data; review appropriate development & guidance documents; contact facility to obtain required or supplemental information.
  • Finalize permit coverages for issuance or re-issuance.
  • Review moderately complex closure plans for domestic wastewater facilities using appropriate regulations policy and guidance. Request intra-agency input. Contact facilities to obtain required or supplemental information. Coordinate DES reviews. Finalize approvals for issuance.
  • Receive and process speculative waste load allocation requests for domestic wastewater facilities. Coordinate with permit engineer to review proposed waste load allocation and incorporate into a review letter to the requester.
  • Coordinate with appropriate DES personnel (permit engineers regional offices groundwater etc). Arrange and direct meetings in coordination with permit engineer toward suitable specific conclusions.
  • Develop information to be provided to the public domestic representatives and consulting engineers using appropriate regulations policy and guidance.
  • Perform other duties as assigned by the Director and supervisor.


Minimum and Additional Requirements

A masters degree in the natural or physical sciences or related technical field and one (1) year of environmental health or related experience; or a bachelors degree in the natural or physical sciences or related technical field and two (2) years of environmental health or related experience; or an associate degree in the natural or physical sciences or related technical field and four (4) years of environmental health or related experience; or high school diploma and six (6) years of environmental health or related experience.

Institutions of Higher Learning must be recognized by the Council for Higher Education Accreditation.

Additional Requirements:
  • Must have valid state drivers license and ability to operate personal and state-owned vehicles.
  • Requires the employee to develop permit conditions and evaluate technical submittals.
  • Must have the ability to read and interpret policies and regulations analyze technical environmental issues evaluate technical submittals and develop permit requirements
  • Must exhibit good planning and have good oral and written communication skills.
  • Work with other DES staff to gather necessary input.
  • Interact with the public and government officials at all levels.
  • Proficiency with Microsoft Office Professional (Word Excel and PowerPoint) software required.
  • May require:
    • Daily travel throughout the state.
    • Occasional overnight travel.
    • Participation on the Environmental Response Team and is subject to on call or call back 24/7.

Preferred Qualifications

  • Regulatory experience related to domestic wastewater treatment facilities.
  • Experience planning or conducting meetings with the public government or industrial stakeholders.
  • Experience with ePermitting software program.
  • Experience as an ePermitting Power user.
