Job Summary:

This Position manages the performance of the inspection maintenance and repair of one or more of the following: traffic signals lighting Blue Stake ITS tunnel pump stations. ThisPosition plans programs and officiates the budget for the Southern Region Traffic Signal/Lighting/ITS maintenance and operations Unit 6523. Develops Contracts and Estimates for workand authorizes payments. Arranges for records purchasing tools equipment and materials needed for work being performed by ADOT and Contract staff. Reviews advises andrecommends modification of Design Plans for Traffic Signal/Lighting/ITS Construction Contracts and Permit Work. Attends meetings for coordination of Projects with internal teams Localand Statewide Contractors as well as direction from the Regional Traffic Engineer and Engineering Units. Advises and formally trains subordinates on proper troubleshooting techniques ofTraffic Signals / Lighting / ITS facilities including UPS Detection Systems DMS Communication Systems and other electrical systems through-out the Region. Also could perform as anexpert witness in legal and litigation issues within Traffic Operations facilities.

This position may offer the ability to work remotely within Arizona based upon the departments business needs and continual meeting of expected performance measures.

All work including remote work should be performed within Arizona unless an exception is properly authorized in advance.

Job Duties:

Establishes and/or maintains work standards procedures methods and rules for an operational unit. Manages instructs and counsels subordinate
supervisory personnel carrying out tasks requiring considerable judgment. Reviews and approves work schedules of personnel equipment or objectives whileadapting to changing priorities.

Manages employee performance hires staff and administers the progressive discipline policy coaches and mentors subordinate staff. Resolves problems andquestions presented by subordinate staff regarding work processes policies and methods. Ensures staff is well trained and knowledge to perform assignedduties. Identifies training needs for new and developing traffic signal and control technologies.

Prepares periodic reports on activities of a work unit. Writes detailed reports summarizing activities covering a specified period of time or the completion of aproject. Develops reviews and administers contacts pertaining to operational unit.

Analyzes the need for materials equipment and personnel; evaluates and makes recommendations and decisions on technical issues. Develops the
annual work program.

Provides advice consultation and recommendations related to construction and maintenance projects. Confers with staff other government agencies or
private entities with regard to joint actions and responds to requests for information related to ADOT traffic signal Blue Stake highway lighting tunnel safetyand Intelligent Transportation Systems (ITS) sites and functions.

Confers with superiors subordinates external stakeholders contractors and public. Presents and resolves difficult problems and questions plans
actions participates in and leads meetings makes managerial level decisions on the course of action needed to achieve established goals.

Will be required to develop manage and monitor unit budgets. Provides information for the annual budget allocation requests. Oversees distribution of
budget allocations.

Travels to various locations within the state to visit and inspect work in progress or in response to emergencies or operational problems to ensure traffic
signals highway lighting tunnel safety systems and Intelligent Transportation Systems (ITS) are in good repair and are operating as required.

Knowledge Skills & Abilities (KSAs):

KNOWLEDGE

  • Use care and maintenance of common and specialized toolsequipment and materials relate to the trade.
  • Plans sketches and schematics of electrical electronicmechanical and utility systems.
  • National and local electrical codes.
  • Methods and procedures for installing repairing diagnosingand inspecting traffic signals lighting ITS utility tunnel and pump station devices.
  • Common Safety practices.
  • Electrical electronic mechanical ventilation and publicutility theory.
  • Traffic Engineering principles and guidelines.
  • The MUTCD and the Arizona supplement documents.
  • Knowledge of Google Suite programs.

Selective Preference(s):
  • Extensive coursework and/or degree in a technical field related to the position.
  • Managerial level with electrical/electronics background.
  • 5 years of experience equivalent to a Signal Lighting and Technical Electrical Supervisor or Highway Operations Supervisor.
Pre-Employment Requirements:
  • Possess a valid drivers license at time of appointment. -This position requires driving or the use of a vehicle as an essential function of the job and the following requirements apply. Any employee operating a motor vehicle on State business must possess and retain a current valid class-appropriate drivers license complete all required training and successfully pass all necessary drivers license record checks. The license must be current unexpired and neither revoked nor suspended. Employees who drive on state business are subject to drivers license record checks must maintain acceptable driving records and must complete all required driver training. An employee who operates a personally owned vehicle on state business shall maintain the statutorily required liability insurance (see Arizona Administrative Code (A.A.C.) R.11)
  • High School Diploma/GED.
