About the Division of Facilities Management and the Division of Youth Services

The Division of Facilities Management is a customer-driven support organization responsible for providing facilities management services to all CDHS agencies and offices. These services include the maintenance of buildings and grounds custodial capital construction (budgeting and contract management) utilities management vehicle fleet management building space leasing allocation and facilities planning services. This is accomplished through a centralized statewide team that is divided into three districts and a central office. By combining our expert professional extensive facilities knowledge and strong commitment to reliable responsive service we enable our clients to achieve consistently high-performance facilities and long-term value. Our goal is to be an organization that meets customer expectations 100% of the time. The facilities managed by the Division of Facilities Management (DFM) include 1400 acres of land and 349 buildings comprising 3.8 million square feet.


The Division of Youth Services (DYS) provides care for youth committed or detained. DYS is enhancing their business model to one of a trauma-responsive and therapeutic approach to help youth lead productive lives. Through expanded opportunities DYS desires to increase job skills and workforce readiness training for youth in its care. To accomplish these new workforce opportunities DYS is now utilizing vocational training programs to expand educational and job readiness opportunities across five DYS sites (Spring Creek Grand Mesa Platte Valley Mount View and Lookout Mountain).

Description of Job

This position will provide housekeeping vocational training to youth incarcerated or detained in the Division of YouthServices (DYS) which includes both classroom and hands-on fieldwork.Training includes the use of custodial equipment and techniques to ensure that the students graduate with the essential skills and knowledge necessary to obtain meaningful employment in the custodial field once they are released. Implement and provide vocational training programsLevel 1 and level 2 techniques in the area of housekeeping to a group of DYS students.Training shall be provided on a semester basis and shall result in a certificate of completion of this Vocational Education program.There is an expectationthat this position and program will align with the CMI (Cleaning Management Institute) cleaning program. This position will also perform custodial work.

Preferred Qualifications:

  • Experience providing hands-on vocational training to incarcerated or detained juveniles in secure environments.

  • Extensive experience in the housekeeping janitorial custodial or environmental services field.

  • Bachelors Degree in a field that relates to this position.

  • Certificates as they relate to this position.

Required Competencies:

  • Ability to work directly with incarcerated or detained juveniles in secure environments.
  • Excellent communication skills to clearly explain concepts and tasks to students.
  • Organizational skills - must coordinate time teaching materials and student work.
  • Patience. Working with students of different abilities and backgrounds can be difficult. Must be even-tempered with students to develop a positive learning environment.
  • Resourcefulness and Adaptability. Must be able to create different ways of presenting information and demonstrating tasks so that all students learn the material.
  • Technology savvy. Have a deep understanding of modern technology especially computers office equipment MS Office and Google applications and the skills to use them effectively.
  • Knowledge and Expertise in the field of housekeeping janitorial custodial or environmental services.
  • Engaging Delivery. An effective trainer should be able to engage learners and maintain their interest throughout the training program.
  • Assessment and Feedback. Implement assessments that accurately measure the learners understanding of the material and be able to provide feedback.
Employment history is calculated on a full-time basis (40/hours per week). Part-time employment is calculated on a prorated basis to determine qualifications. Be sure your application specifically addresses your qualifications experience work products and accomplishments as they relate to the position and minimum requirements.

Conditions of Employment:
  • A full pre-employment criminal background check will be conducted as part of the selection process as this position is deemed to have direct contact with vulnerable persons. Felony convictions conviction of crimes of moral turpitude or convictions of misdemeanors related to job duties may disqualify you from being considered for this position. Should your background check reveal any charges or convictions it is your responsibility to provide the CDHS Background Unit with an official disposition of any charges.
  • Must be willing to submit and pass a full background check.
  • Must possess and maintain a valid non-restricted Colorado Drivers License
  • This position must be able to learn the DYS Housekeeping Voc Ed curriculum.
  • This position must be able to directly train youth housed in the Division of Youth Services the Housekeeping Voc Ed curriculum.
  • Must successfully complete the Division of Youth Services training academy.
  • Travel This position will be required to drive State Vehicles as part of daily work assignment from site to site equipped with tools to perform daily duties. May be required to travel to training and meetings.
  • Must be willing to receive an annual influenza vaccination or provide a document for a medical exemption or a letter for religious exemption.
  • Must successfully pass a Tuberculosis (TB) test.
  • Use Handling or Exposure to hazardous materials.


Former State employees who were disciplinarily terminated or resigned in lieu of termination must:

  1. Disclose that information on the application.

  2. Provide an explanation why the prior termination or resignation should not disqualify the applicant from the current position.

  3. Provide the employee number from the applicants prior State employment. Absent extraordinary circumstances prior disciplinary termination or resignation in lieu of termination and failure to provide this information will disqualify the applicant from future State employment with CDHS.

Appeal Rights:

If you receive notice that you have been eliminated from consideration for this position you may file an appeal with the State Personnel Board or request a review by the State Personnel Director.


An appeal or review must be submitted on the official appeal form signed by you or your representative. This form must be delivered to the State Personnel Board by email postmarked in US Mail or hand delivered (1525 Sherman Street 4th Floor Denver CO 80203) or faxed (303.866.5038) within ten (10) calendar days from your receipt of notice or acknowledgement of the departments action.
