Brief Description of Duties

The Deputy Chief of Police is a key member of the Universitys Office of Public Safety and Emergency Management responsible for supporting the Chief of Police in the overall leadership strategic planning and daily management of the University of the District of Columbia Police Department . The Deputy Chief assists in the administration of law enforcement crime prevention emergency response and community engagement initiatives to ensure a safe and secure environment for students faculty staff and visitors.

Essential Duties and Responsibilities

  • Assist the Chief of Police in overseeing all OPSEMoperations including patrol investigations emergency preparedness training and administrative functions.
  • Lead and supervise police captains lieutenants and other command staff in the delivery of professional community-oriented policing services.
  • Serve as acting Chief in the Chiefs absence and represent the department at internal and external meetings.
  • Develop and implement policies procedures and strategies aligned with best practices in higher education law enforcement and DC regulations.
  • Monitor departmental performance review reports and ensure compliance with accreditation standards (e.g. CALEA DC Code).
  • Coordinate emergency preparedness efforts and collaborate with city and federal agencies on safety planning and incident response.
  • Foster a culture of accountability transparency diversity and inclusion within the department.
  • Manage personnel issues including hiring recommendations performance evaluations discipline and professional development.
  • Support and participate in community engagement programs to build trust and strong relationships with the campus community.
  • Analyze crime trends assess threats and direct resources for prevention and response.

Minimum Job Qualifications

  • Bachelors degree in criminal justice Public Administration or a related field (Masters degree preferred).
  • Minimum of 10 years of progressively responsible law enforcement experience with at least 5 years in a supervisory or command role.
  • Completion of advanced police leadership training (e.g. FBI National Academy Northwestern School of Police Staff and Command) is highly desirable.
  • Certification as a sworn law enforcement officer in the District of Columbia or eligibility for certification within a specified time frame.
  • Valid drivers license and a satisfactory driving record.

Residency Preference: The Residency Preference Amendment Act of 1988 D.C. Law 7-203 created a system in which provides that any applicant for employment in the Career or Educational Services who is a bona fide resident of the District of Columbia may claim a residency reference at the time of application. An applicant selected for an appointment based on District residency will be required to submit no less than eight (8) proofs of bona fide District residency. Bona fide District residency must be maintained from the date of appointment to the position for seven (7) consecutive years. Failure to maintain bona fide District residency for the (7) year period will result in forfeiture of employment.

Drug-Free Workplace: Pursuant to the requirements of the Drug-Free Workplace Act of 1988 the individual selected to fill this position will as a condition of employment be required to notify his/her immediate supervisor in writing not later than five (5) days after conviction of any criminal drug statute occurring in the workplace.

Background Investigation: Employment with the University of the District of Columbia is contingent upon a satisfactory background investigation. The determination of a satisfactory backgroundinvestigation is made at the sole discretion of the University of the District of Columbia. The University may refuse to hire a finalist rescind an offer of employment to a finalist or review and may terminate the employment of a current employee based on the results of a background investigation.
