The Administrative Services division at the University of Oregon oversees multiple business hubs and shared service organizations throughout the University. Located within the Finance and Administration portfolio the objective of the division is to provide efficient strategic and specialized administrative services to support the missions of various departments schools and colleges at the University of Oregon. Administrative Services focuses on department-specific budget finance payroll human resources and procure-to-pay functions as well as specialized physical security and utility technologies. Administrative Services is a metric-driven people-first administrative team that strives to create efficient effective and sustainable administrative support structures across campus.
As one of the shared services hubs in Administrative Services the Provosts Administrative Services Team (PAST) provides business and administrative services for Partner Units in the Office of the Provost (OtP) portfolio. PAST partner units include the Division of Global Engagement; Division of Graduate Studies; Jordan Schnitzer Museum of Art; Museum of Natural and Cultural History; Undergraduate Education and Student Success; and University Libraries. The units supported by PAST constitute a large business enterprise consisting of more than 1500 employees and total operating expenditures of more than $70 million all funds. PAST works with multiple employee types including staff faculty graduate employees and student workers.
The Human Resources Operations and Payroll Manager plays an essential role as a leader on the PAST team in addition to cultivating strategic partnerships with all PAST partner units. This position supports and facilitates effective communication excellent workplace standards of conduct and interpersonal problem-solving with high levels of confidentiality sensitivity and cultural awareness for approximately 1500 employees.
Within the PAST portfolio the HR Operations and Payroll Managers responsibilities include overseeing and managing payroll and non-recruitment HR services such as the performance evaluation process the summer appointment process and all personnel and pay actions. They are responsible for managing payroll processing associated communication and data management across a diverse set of partner units. PAST works within a complex payroll environment which includes multiple unionized employee groups as well as non-unionized employees. This role works closely and collaboratively with other subject matter experts on topics including pay actions timesheet reporting discrepancies and UKG training.
This position is part of the PAST leadership team and manages projects for PAST strategic initiatives and responsibilities plans and executes administrative processes and recommends and implements process improvements. This position also assists in the recruitment and the hiring processes helping to ensure diverse and robust candidate pools.
This position regularly exercises independent judgment and develops unit procedures involving personnel and office staffing resources. In addition they interpret and apply the appropriate policies procedures rules and regulations to ensure compliance with all applicable entities.
The HR Operations and Payroll Manager reports to and is a key support for the Associate Director of PAST HR as well as providing critical and confidential program management and project support. The HR Operations and Payroll Manager supervises a team of HR Coordinators and Payroll Business Operations Specialists who support HR Operations and Payroll processes across the PAST portfolio.
Bachelors degree or equivalent experience and skills.
Three (3) years of relevant human resources or payroll experience.
One (1) year of supervisory experience or experience leading a project program or initiative or performing work on a team in a lead function.
Demonstrated ability to adapt to changing priorities and provide proactive effective change leadership.
Demonstrated ability to build productive relationships with internal and external stakeholders.
Ability to exercise sound judgment diplomacy and to make decisions prudently.
Superior communication and customer service skills.
Ability to handle sensitive and confidential materials and issues with care and tact.
Ability to coordinate multiple projects simultaneously and meet multiple overlapping cascading deadlines.
Strong attention to detail and consistent follow-through.
Demonstrated ability to maintain a respectful workplace and model a positive and proactive attitude.
Human resources or payroll experience at the University of Oregon.
Human resources or payroll experience in a higher education setting or similarly complex multi-unit organization.
Experience understanding and applying provisions of collective bargaining agreements and working with a variety of employee groups including: administrative faculty and student employees.
Experience with developing and implementing processes and procedures within a continuously changing environment.
Experience managing and tracking details for complex data sets.
Human Resources credential (for example SHRM-CP/SCP PHR etc.).
