Description

JOB SUMMARY:

The Talent Acquisition and LMS Specialist independently manages the end-to-end recruitment of regular employees and the selection and placement process for temporary labor. This position collaborates with hiring managers across departments and ensures a positive candidate experience. The Talent Acquisition and LMS Specialist is instrumental in sourcing qualified temporary labor candidates and identifying attracting and onboarding top talent as aligned with ECRs values and goals.



Requirements

Essential Functions:

General

  1. Coordinates interviews with hiring teams and supports decision-making processes.
  2. Schedules and coordinates aptitude tests for applicable skilled trade candidates.
  3. Owns and refines the candidate experience to reflect our company culture and values.
  4. Tracks and reports on key recruitment metrics such as time-to-fill cost-per-hire and quality-of-hire.
  5. Participates in employer branding initiatives job fairs and outreach efforts.
  6. Maintains compliance with employment laws and company hiring policies.
  7. Collaborates with HR peers on onboarding and workforce planning initiatives.
  8. Performs other duties as assigned.

TALENT ACQUISITION

  1. Partners with department heads to understand hiring needs and develop effective sourcing strategies.
  2. Posts job openings on relevant platforms and proactively sources candidates through databases networking and social media.
  3. Screens applications and resumes conducts initial interviews and manages candidate pipelines.
  4. Drafts and delivers offer letters may negotiate terms and facilitates pre-employment processes.
  5. Assists with the maintenance of the Talent Acquisition software.
  6. Collaborates with HR peers on onboarding and workforce planning initiatives.
  7. Performs other duties as assigned.

LABOR MANAGEMENT SYSTEM

  1. Supports all project primarily Production nationwide with leased labor.
  2. Manages all communications between ECR department leads and approved staffing agencies related to temporary labor force.
  3. Screens resumes from staffing agencies and provide timely feedback regarding candidates.
  4. Negotiates terms for selected candidates.
  5. Ensures candidate job site access is secured and instructions for start date time and location are communicated prior to start date.
  6. Collects required information to update and maintain system of record for temporary labor.
  7. Sends manhour reports to staffing agencies and reconciles their invoices weekly.
  8. Assists with maintaining updated contractual agreements with staffing agencies.

REQUIREMENTS:

  1. Bachelors degree in Human Resources Business or related field.
  2. 24 years of experience in talent acquisition or recruitment.
  3. Strong understanding of sourcing techniques and recruiting software (e.g. ATS systems).
  4. Excellent communication negotiation and interpersonal skills.
  5. Ability to work autonomously and collaboratively in a flat team structure.
  6. High level of integrity discretion and professionalism.
  7. Must be able to access military installations.
  8. Must pass a drug screen and background investigation.

PREFERRED QUALIFICATIONS:

  1. Experience recruiting for diverse roles across technical and non-technical functions.
  2. Familiarity with employer branding AAP requirements for Federal Contractors and workforce analytics.
  3. Certification in HR or Recruiting (e.g. SHRM-CP AIRS LinkedIn Certified Professional Recruiter).

Physical Requirements:

  1. Prolonged periods of sitting at a desk and working on a computer.
  2. Must be able to lift 15 pounds at times.
  3. Must be able to access and navigate each department at the organizations facilities.

Environmental Conditions:

Must wear appropriate PPE during worksite visits including but not limited to:

Hard hat

Ear plugs or attenuator

Safety shoes

Dust mask or respirator

Gloves
