JOB TITLE: Programme and Policy Officer - Consultant Climate & Resilience Service

BACKGROUND AND PURPOSE OF THE ASSIGNMENT:
WFP strengthens the resilience of people and communities by tackling the nexus between food and nutrition insecurity shocks and stressors and aggravating factors such as land degradation. In collaboration with governments and partners WFP works to protect rebuild strengthen and diversify livelihoods while simultaneously building the capacities of communities and governments to manage risks.
A key priority of the Climate and Resilience Service (PPGR) is to generate evidence-informed policy and guidance aimed at enhancing resilience programmes. In 2024 updated climate change and resilience policies were approved by WFPs Executive Board. These were accompanied by costed implementation plans (2025-2029) across four enablers: partnerships; data research and evidence; financing; and workforce.
From 2025 PPGR will implement the costed implementation plans in collaboration with the regional teams. Within PPGR the Policy Guidance and KM team leads on the workforce enabler of the costed implementation plans. It also contributes to the partnerships financing and data research and evidence enablers.
Under the supervision of the Policy Guidance and Knowledge Management Team Leader and in close collaboration with C&R colleagues APP other WFP Units Regional Offices colleagues and external partners the Resilience & Climate Change consultant will contribute to achieving the C&R workplan in the following areas:
ACCOUNTABILITIES/RESPONSIBILITIES:
1. Coordinate the process to develop WFPs Resilience Programme Guidance with Global HQ colleagues by developing workplans organizing regular meetings consultations with stakeholders etc.
2. As part of a team develop guidance notes tools and learning material that form part of the Resilience Programme Guidance - including on analysis targeting and evidence-informed design - in partnership with the Food Security and Nutrition Analysis Service (APPF) and colleagues in programme hubs and country offices.
3. Act as a focal point for 3PA capacity strengthening in close collaboration with RO focal points and ensuring appropriate linkages to the LARA initiative and ICA Coordination.
4. As part of a team strengthen the capacities of programme hub staff and support them in rolling out the programming guidance as required enabling CO staff to deliver high-quality and impactful resilience programming.
5. Support knowledge management functions within the team such as developing updating and/or maintaining the Programme Guidance Manual (PGM) lessons learned databases Sharepoint repositories WFPgo and pages etc.
6. Develop briefs talking points case studies and any other written products as tasked by the Head of Unit or Team Leader.
7. Incorporate gender and inclusion perspectives in all areas of this work to ensure meaningful participation of women and men and the empowerment of women and youth and other marginalized groups. This includes ensuring that guidance resources tools and communications materials appropriately reflect gender and inclusion considerations.
8. Other accountabilities as required.
DELIVERABLES AT THE END OF THE CONTRACT:
1. The process of developing 3-5 guidance notes for the Resilience Programme Guidance is well coordinated with workplans regular meetings consultations with internal stakeholders etc.
2. At least three guidance notes for the Resilience Programme Guidance are co-developed peer reviewed finalized and ready for testing / application.
3. Develop a brief document with recommendations how the 3PA is to be enhanced using a format agreed to by the team leader.
4. Support to knowledge management functions is undertaken in a timely manner and to a high standard.
5. Briefs talking points case studies and any other written products are developed in a timely manner and to a high standard.
QUALIFICATIONS & EXPERIENCE REQUIRED:
Education: An advanced degree related to one or several of the work areas presented in the point above.
Experience: A minimum work experience of 8 years in international relief and development with an emphasis on food security nutrition sustainable livelihoods agriculture and rural development natural resource management disaster risk reduction and/or resilience building.
Knowledge & Skills: Familiar with resilience programming Food Assistance For Assets and Livelihood Support programming and tools including 3PA and with WFP work in general. Good knowledge of climate variability and change and seasonal gender and nutrition programming. Good analytical skills practical sense and ability to work in a team.
Languages: Fluent in English required; strong functional capacity in a second UN language an advantage.
