Position Description
Our Police Lieutenants are assigned to patrol operations investigations or services units and may rotate assignments periodically.
The responsibilities of this position may include but are not limited to:- Manage assigned personnel and provide leadership: Plans prioritizes assigns supervises and reviews the work of a diverse workforce; oversees police patrol duties investigations of crimes and other special assignments; acts as a resource and provides direction guidance and leadership to staff; advises on the more complex and sensitive concerns and issues; develops and revises work processes; establishes work schedules; provides and/or coordinates staff training; manages performance and works with staff to correct deficiencies; monitors work performed to meet agreed upon goals and objectives; reviews police officer reports logs records and work methods; responds to the scene of major or highly sensitive incidents; assumes command or assists the person in command.
- Ensure department goals are met:Plans organizes manages and administers assigned operations and activities; assists in developing and implementing program and strategic planning; implements and assists in the development of division and/or program policies procedures and business practices; evaluates goals objectives priorities and activities to improve performance and outcomes; recommends and establishes administrative controls and improvements; develops procedures to implement new and/or changing regulatory requirements based on review of case law and current trends in police practices.
- Prepare and manage department budget: Assists in developing administering and monitoring division budget; develops justifications for budgetary recommendations and/or adjustments; participates in forecasting additional funds for staffing and resources; identifies obtains and manages funding from grants and community partners; participates in the review interpretation and enforcement of contracts.
- Maintain relationships and communicate with partner agencies and other community groups: Builds relationships with neighboring agencies partner agencies community businesses and other groups; provides expert guidance to other departments the general public and/or outside agencies; represents the City to the public elected officials other agencies governments the news media and other organizations including making presentations participating in meetings and conducting community outreach; acts as a representative on committees inter-agency task forces and special projects; coordinates administrative and emergency response activities with other law enforcement or emergency agencies; responds to and resolves confidential and sensitive inquiries.
- Ensure compliance with current police practices and standards: Analyzes and reviews federal state and local laws regulations codes ordinances policies and procedures in order to ensure compliance; conducts analysis on case law best practices social initiatives and trends; formulates and implements recommendations; evaluates case handling and results; develops and implements corrective measures as needed; performs internal affairs investigations to address allegations of employee misconduct.
Qualifications
Minimum Qualifications
- High School Diploma or GED equivalent
- Two (2) years of experience as a Police Sergeant in a law enforcement agency -AND-
- Oregon Department of Public Safety Standards and Training (DPSST) Supervisory certificate or equivalent -AND-
- No adverse personnel actions (Letter of Admonishment Letter of Reprimand or equivalent) within the past three (3) years -AND-
- Ability to obtain an Oregon Department of Public Safety Standards and Training (DPSST) Management certificate within 36 months of hire
Ability to maintain a valid drivers license and a good driving record is required.
