Description

This position is part of the Promotional Process for Fire and Emergency Services. Only INTERNAL CANDIDATES will be considered.

The purpose of the class is to perform work in the command and training of a fire company. The class is responsible for directing firefighting activities overseeing maintenance of fire equipment and assisting in conducting fire prevention and other related programs. The class works within a general outline of work to be performed and develops work methods and sequences under general supervision.

Though the Fire Lieutenant will generally be assigned to supervise a Company in the Operations Section the incumbents may also serve in Non-Company Assignments and other assignments in Support Services Business Services Administration Safety Unitand the Office of Emergency Management.

Supervision Exercised/Received:

  • Exercised: Classification typically supervises other employees.
  • Received: Typically reports to a Fire Captain or Battalion Chief.
  • Note:Other reporting relationships may apply.

Duties include but are not limited to

The tasks listed below are those that represent the majority of the time spent working in this class. Management may assign additional tasks related to the type of work of the class as necessary.

  • Performs Human Resources Management functions by supervising staff including selecting or recommending selection training organizing assigning and evaluating work counseling disciplining and terminating or recommending termination
  • Performs Human Resources Management functions by maintaining records and reports related to member and unit performance and training/development
  • Performs Human Resources functions by facilitating a working environment within the unit that will attain and maintain a high level of member morale
  • Performs Human Resources Management functions. Prepares and presents training programs in coordination with the Training Division as required by Department policy
  • Conducts company training and instructs in the fire training school
  • Performs Community Risk Reduction and Government Relations functions by interacting with community and neighborhood associations on fire and emergency services
  • Performs Administrative functions by making recommendations to existing policies or proposes new policies as necessary
  • Performs Administrative functions by operating within approved project and division budgets
  • Takes appropriate action to reduce costs or otherwise maintain economical operations
  • Performs Administrative functions by identifying issues requiring new or revised policies procedures or practices and works collaboratively to propose needed changes within a specific area of expertise for approval by a Chief Officer
  • Performs Administrative functions by participating in the procurement process to include soliciting and awarding contracts
  • Assists in the development of specifications for new purchases and evaluates technical aspects of proposals for their ability to meet defined needs
  • Performs administrative functions by supervising the maintenance and housekeeping of assigned facilities equipment apparatuses and records as well as prepares reports on these activities required by applicable laws regulations and Department policies procedures or practices
  • Performs administrative functions by maintaining records and preparing regular operations and personnel reports for management to include member and unit performance and project and division budgets
  • Performs administrative functions by taking action necessary to reduce and control costs or otherwise maintain an economical operation
  • Performs inspection and investigative functions by evaluating fire scenes and determining plan of action
  • Determines need for additional firefighting companies maintains control of the emergency scene and directs firefighting activities and secures evidence collecting and arranging information from witnesses or other sources for reports and media outlets
  • Performs inspection and investigative functions by conducting investigations of fire and hazardous exposure emergencies and determines causes of incident
  • Performs inspection and investigative functions by conducting building inspections to identify fire safety hazards and address violations
  • Educates the public on procedures for conducting fire safety inspections in accordance with applicable policies
  • Performs Emergency Service Delivery functions by serving in command of general staff positions at Type IV and V incidents involving one or more fire companies or units (through first alarm or planned events) and fulfills assigned duties as a group or division supervisor or a command staff officer at Type III or larger incidents (greater alarms) when assigned by a Chief Officer or incident commander consistent with demonstrated training and qualifications as specified within the incident management system
  • Performs Emergency Service Delivery functions by serving in unit leader role and performing tactical level/facility management functions at emergency incidents or planned events based on demonstrated training and qualifications in accordance with the incident management system
  • Performs Emergency Service Delivery functions by producing action plans for incidents involving multiple units; produces post incident analysis as necessary
  • Performs Health and Safety functions by maintaining a safe working environment in routine and emergency situations in accordance with Department rules and regulations
  • Performs Health and Safety functions by overseeing and participating in activities intended to maintain the physical and emotional capabilities of members to perform their duties and minimize the possibility of injury illness or other disability
  • Performs Health and Safety functions by completing investigations and preparing appropriate reports for hazardous exposure near miss injury or illness to a member under their supervision or as assigned
  • Supports and encourages the vision mission and values of the Department
  • Establishes and maintains cooperative and effective interpersonal relationships
  • Makes deliberate timely and accurate decisions that are consistent with Department policy under emergency and/or non-emergency situations based on the best interests of the Department
  • Maintains discretion in handling matters of a proprietary confidential or personal nature
  • Communicates effectively both in writing and orally to include speaking to small groups
  • Mediates disputes among members with the goal of maintaining professional relationships
  • Initiates appropriate corrective action or member recognition as warranted
  • Demonstrates calmness and professionalism in situations involving stress and conflict
  • Executes department policies with consistency firmness and tact
  • Demonstrates interagency and intergovernmental cooperation
  • Maintains accurate and complete files and reports
  • May be assigned to act in a Fire Captain position

Qualifications Special Certifications and Licenses

General Requirements:

  • Virginia State Drivers License without restrictions/revocation that prohibits personnel from operating department vehicles and Yearly Valid Compliance Summary
  • Pass an annual medical assessment consistent with national standards as well as random screens for prohibited substances.
  • Successful completion of the City and Office of Emergency Medical Services (OEMS) background check/requirements.
  • No disciplinary action within the last 12 months resulting in suspension reduction in rank or reduction in pay.
  • No more than 1 at-fault accident or property damage within the last 12 months
  • No criminal conviction in the last 12 months at the time of application
  • Must be compliant on all required Fire and City trainings
  • At least Meets Standard on the most recent performance evaluation.

Required time in rank:
  • At time of application 4 Years as a Career Firefighter (including time served as a DPO) not including time spent in a Recruit Academy or the Probationary Period.
  • Probationary Period must be complete at the time of application

Required Accredited Education:
  • High School Diploma or GED and 30 College Credits at time of application

Personnel promoted after July 1 2025 will be required to complete the following course(s) by January 1 2027. Starting January 1 2027 the following course(s) will be a requirement prior to promotion. Accredited courses must be taken through an accredited college or university. (Note that accredited courses completed with different titles but similar curriculums will be reviewed for acceptance through the RFD certification/validation process approved by the Chief of the Department. Personnel should gain prior approval of acceptance for all similar curriculums prior to pursuing courses with different titles. If the course(s) are not successfully completed by the established timeline the employee will be returned to their prior position).
