Description

PURPOSE OF THIS POSITION:

To generally supervise the staff of the Department of Public Safety in the day-to-day operation. Conduct complex and minor criminal law and University rules violations. Performs other duties and responsibilities as may be assigned or ordered by the Chief of Police or their designee.

DISTINGUISHING CHARACTERISTICS:

The position is unique to the campus. There are not similar positions in other departments. The department operates on a 24-hour-a-day schedule and the lieutenant must be able to respond and supervise any shift in case of a special need or emergency.

ESSENTIAL DUTIES:

  1. Maintains daily communication with the shift supervisors and officer in charge to assist in supervising the department especially involving ongoing investigations and updates in legal changes.
  2. Manage the review of all incident reports and determine the need and assignment of follow-up investigations. Works with the Deputy Chief to determine staffing needs for major investigations and the net effect on the Department schedule.
  3. Serves as a liaison to the Massachusetts Trial Court system. Manages court schedules and ensures all court administrative responsibilities are updated and completed
  4. Primary management responsibility of the Evidence Room the intake of evidence found property transfer for testing disposal and release of all property taken in.
  5. Manages the scheduling and interviews of new hires and ensures that candidate documentation is receivedand that proper background checks are thorough and complete.
  6. Co-responsibility with the senior management of the Department regarding Internal Investigations as assigned by the Assistant Vice President of Campus Safety and Security/ Chief of Police or Deputy Police Chief in his/her absence.
  7. Assist with the scheduling of shift assignments for all personnel as needed or in his/her absence. Works with the Administrative Sergeant to maintain and assign overtime assignments vacation requests sick leave approval and days off.
  8. Authorize armed officers to withdraw their service weapons for use at the training range in the absence of the Assistant Vice President of Campus Safety and Security/ Chief of Police
  9. Must be able to respond and supervise any shift on a 24-hour basis in case of a special need or emergency.
  10. Maintain all personnels compliance with departmental regulations and procedures.
  11. Manages and assists in Emergency Management planning response and functions across the campus and as directed by Assistant Vice President of Campus Safety and Security/ Chief of Police or their designee
  12. Review and analyze reports/ incidents for patterns of crime
  13. Prepares and reviews Clery crime data
  14. Responsible for Annual Security Report
  15. Categorize crime data for reporting purposes
  16. Regularly meets with campus partners (both internal and external) and share information with Command Staff

MARGINAL DUTIES:

Perform other related duties as assigned by the Assistant Vice President of Campus Safety and Security/ Chief of Police or their designee.

Qualifications

REQUIRED KNOWLEDGE SKILLS AND ABILITIES:

Individuals must possess these knowledge skills and abilities or be able to explain and demonstrate that the individual can perform the essential functions of the job with or without reasonable accommodation using some other combination of skills and abilities.

  1. Ability to work with and cooperate with supervisory staff at all levels.
  2. Knowledge of the Universitys mission purpose and goals and the role of the Department of Public Safety in achieving them.
  3. Ability to orally communicate effectively with others with or without the use of an interpreter.
  4. Ability to communicate effectively in writing using the English language with or without the use of auxiliary aids or services.
  5. Ability to operate or oversee the operation of computers.
  6. Possess a valid Drivers License.
  7. Ability to obtain special state police authority in accordance with requirements established by the Massachusetts State Police.
  8. Knowledge of Massachusetts Criminal Laws and Massachusetts Motor Vehicle Laws as they apply to campus law enforcement.
  9. Knowledge of internal affairs investigations requirements regarding process and the protection of rights and resources for all those involved in an investigation.
  10. Ability to stand walk and/or sit and continuously perform essential job functions for an 8-hour shift.

ERGONOMIC REQUIREMENTS:

  1. Ability to climb stairs walk or stand for extended periods of time.
  2. Ability to operate a police cruiser under all types of conditions

HOURS:

Department hours are 24-hours a day seven days a week. Employees must be able to work any one of the scheduled shifts. The standard shift is 8 hours with two fifteen-minute breaks. Must be able to work extended hours as situations arise. Shift hours will be flexible based on the needs of the Department of Public Safety.

QUALIFICATION STANDARDS:

  1. Bachelors Degree in Criminal Justice or related field of study preferred.
  2. Must be MPTC Post-C certified as a full-time Massachusetts police officer
  3. Twelve years of experience as a police officer five of which must have been in a supervisory and a specialty position or a combination of military or progressive advanced police training that demonstrates a continuous increase in responsibility complexity or difficulty over time
  4. Licenses:
    1. Must possess a valid drivers license.
    2. Must be able to obtain certification in basic first aid and CPR.
    3. Must be able to obtain/maintain Special Police authority in accordance with requirements set forth by the Massachusetts State Police which would include the attendance and successful completion of MPTC annual in-service requirements.
    4. Massachusetts POSTC Certification
    5. Must be able to obtain a Massachusetts License to Carry Firearms Class A Large Capacity permit in accordance with Massachusetts General Law Chapter 140 Section 131.
    6. Must have the ability to qualify with the department-issued firearm.
  5. Must be able to initially pass a psychological examination and a psychologically supportive individual interview. Any officers refusal to undergo such testing may result in disciplinary action up to and including termination.
  6. Must be able to pass MPTC-approved comprehensive medical examination.
  7. Must be able to initially pass a firearm instructional course and thereafter pass quarterly live-fire qualification tests. Failure to pass a live-fire qualification test will result in the officer being placed on unpaid administrative leave pending the successful completion of a re-qualification test
  8. Must successfully pass a drug screening test.
