Job Description

Location:Harrisburg PA
Position Type: Hybrid
Hybrid Schedule: Onsite 1 day per month
Contract Length: 1 year


This role supports the transition to a new statewide system while maintaining legacy systems and fulfilling federal and state reporting obligations. The selected candidate will lead multiple data and reporting initiatives manage grants and budgets and support system clean-up and conversion efforts.

Required Skills:
  • 7 Years Experience developing business functional and user requirements for IT systems

  • Knowledge of data processing and analysis

  • Knowledge of business analysis processes principles practices and techniques

  • Excellent written and verbal communication skills

  • Strong interpersonal skills with the ability to work effectively with diverse user groups

  • Fluency in English with clear verbal and written communication

  • Ability to establish and maintain effective working relationships


Preferred Skills:
  • 2 Years Experience performing similar work in the Child Welfare or other Human Services field

  • IIBA certification


Duties:
  • Lead and manage multiple data processing and reporting initiatives across the project team

  • Oversee compliance-driven reports including AFCARS Caseworker Visitation Tracking and Voter Registration

  • Manage data quality efforts related to AFCARS and CVT fields

  • Coordinate secure file transfers with counties and business partners

  • Provide customer service and support to county stakeholders regarding reporting systems

  • Co-manage IT grant and budget submissions for 67 county agencies

  • Maintain up-to-date knowledge of federal and state reporting requirements

  • Investigate and resolve software and operational issues reported by users

  • Monitor project timelines deliverables and risk mitigation strategies

  • Prepare reports and status updates for internal and external stakeholders

  • Collaborate closely with the application team to communicate data requirements and facilitate understanding

  • Use Microsoft Office Suite TFS MTM ServiceNow Cognos SeGov and the AFCARS Progress application for documentation and reporting

  • Lead and facilitate meetings presentations and workgroups both virtually and in-person

  • Draft responses to inquiries from the public stakeholders or federal entities

  • Establish and maintain strong working relationships with counties internal teams and partners

  • Travel as necessary to support statewide initiatives and agency coordination
