ABOUT THE OFFICE: The Mayors Office of Criminal Justice (MOCJ) advises the Mayor of the City of New York on criminal justice policy. MOCJ develops and implements strategies with partners inside and outside government to reduce crime and incarceration and to promote fairness and legitimacy. MOCJ works with law enforcement city agencies non-profits foundations and others to implement data-driven strategies that address current crime conditions prevent offending and build strong neighborhoods that ensure enduring safety.
ABOUT THE ROLE: The Mayors Office of Criminal Justice (MOCJ) is seeking a qualified customer service-oriented and dynamic Human Resources (HR) Generalist to support the agencys Human Resources team. Reporting to the HR Manager the HR Generalist will contribute to the day-to-day operations of the department and play a vital role in delivering responsive and high-quality HR services across the agency. The ideal candidate will have a strong understanding of HR practices within New York City government a passion for public service and the ability to thrive in a fast-paced high-profile environment. This role supports the full employee lifecycle from recruitment and onboarding to offboarding and works closely with the HR team to ensure service excellence and operational efficiency.
Key Responsibilities include but are not limited to:
-Manage onboarding and offboarding processes in accordance with agency DCAS DOI and COIB policies and procedures.
-Conduct new hire orientations and exit interviews and collaborate with the HR team to ensure a seamless transition for incoming and exiting employees.
-Administer complex personnel transactions for new hires rehires transfers and current staff ensuring compliance with City HRIS systems including NYCAPS CHRMS PMS.
-Provide timely and professional responses to employee inquiries and concerns; maintain tracking systems to support team collaboration and executive oversight.
-Prepare confidential correspondence and reports related to personnel actions performance and compliance matters.
-Provide guidance to employees on HR policies benefits and procedures.
-Participate in HR initiatives and special projects that support agency goals and strategic objectives.
-Support payroll and timekeeping operations including reviewing timesheets in CityTime ensuring adherence to citywide time and leave regulations processing leave documentation responding to staff inquiries and assisting with payroll reconciliation and PI entries.
-Manage all payroll and timekeeping for ILS funded staff.
-Conduct employment verifications in compliance with confidentiality and privacy guidelines.
-Maintain and manage HR records in accordance with records retention policies.
-Provide support with transit benefit training intern and consultant coordination.
-Generate format and analyze confidential Human Resources reports using systems such as CHRMS PMS RMDS NYCAPS and CityTime to support all daily weekly monthly quarterly and annual compliance requirements.
-Perform other related duties as assigned to advance the goals of the HR department.

Qualifications :
1. A baccalaureate degree from an accredited college and two years of experience in community work or community centered activities in an area related to the duties described above; or
2. High school graduation or equivalent and six years of experience in community work or community centered activities in an area related to the duties as described above; or
3. Education and/or experience which is equivalent to 1 or 2 above. However all candidates must have at least one year of experience as described in 1 above.
