Job Description

POSITION OBJECTIVE:

The position of Director of Accounting and Purchasing provides direction leadership and coordination for the Fiscal Reporting Accounting and Purchasing functions of the District including timely and accurate financial report preparation and reconciliation; appropriate application of accounting and purchasing rules policies and procedures; data integrity; federal and state agency reporting; compliance; planning and strategy; and communications.

DUTIES & RESPONSIBILITIES: (These duties are a representative sample; position assignments may vary.)

Provides strategies and procedures for process improvement and develops and maintains written documentation of accounting purchasing and fiscal reporting processes. Develops and maintains a system of internal control and procedures for an internal audit process of accounting and purchasing related transactions.

Provides direction and leadership for department staff; selects hires orients trains supports motivates coaches corrects evaluates disciplines and when necessary recommends termination of staff. Establishes department work assignments and schedules; monitors reviews and audits work of staff for technical accuracy.

Oversees documentation of internal working procedures and conducts periodic review of financial policies and procedures to ensure compliance with applicable laws OSPI guidance and sound business practices. Recommends changes to board policies and procedures that relate to the District financial accounting and purchasing operations.

Ensures the accurate the preparation of internal and external financial reports of the District; ensures accuracy and timeliness. Such reports may include monthly financial reports warrant registers travel and other related reports for the board; the state annual financial report (F-196) GAAP/OCBOA-basis financial statements; notes to the financial statements and various financial analyses.

Oversees and ensures timely preparation of reconciliations of accounts; These include but are not limited to reconciliations of bank statements warrants issued and subsystems to the general ledger. Approves cash and other transfers to the County.

Maintains banking relationship with financial institutions authorizes users of online banking systems sets up new bank accounts obtains or updates authorized signatures. Serves as the auditing officer for all District funds to ensure reporting accuracy and proper expenditure; reviews and certifies information for the King County Warrant Certification report.

Ensures appropriate management of trust agreements. Assigns staff to work with donors who wish to set up special funds for student support and scholarships; submits resolutions for Board approval to establish such trust agreements.

Establishes procedures for and ensures security of accounting and purchasing related records documents calculations and reports.

Participates in the planning and execution of the Districts bond sales. Ensures that all related transactions have been accounted for properly and that continuing disclosure has been filed correctly and in a timely manner.

Serves as a business owner for accounting and purchasing related technology enhancements. Communicates with technology department concerning changes testing and security.

Maintains current knowledge of rules regulations legislation technology and procedures governing accounting and purchasing; ensures compliance with regulations policies and standards from the Governmental Accounting Standards Board (GASB) the Financial Accounting Standards Board (FASB) Superintendent of Public Instruction Internal Revenue Service and other federal and state agencies including the State Auditors Office; researches proper accounting treatments; researches the financial and accounting implications of state legislation; learns new skills as required.

Represents the District at state and local conferences meetings seminars and functions related to accounting and purchasing. Consults with regulatory agencies; coordinates with auditors as required.

Maintains an atmosphere of excellent customer service within the Fiscal Reporting Accounting and Purchasing departments.

Serves as a member of the Finance Leadership team of the District.


REPORTING RELATIONSHIPS:

Reports directly to and is supervised by the Director of Finance and Budget.
Supervises the Accounting Manager Purchasing Manager Senior Accountants and Staff Accountant.

EDUCATION & EXPERIENCE (positions in this class typically require):

Required:
Bachelors degree with an emphasis in Accounting and four years of increasingly responsible accounting experience including auditing and supervision.


Preferred:
Certified Public Accountant or Certified Management Accountant strongly preferred.

Allowable Substitutions:

Additional qualifying experience may substitute for the educational requirement on a year-for-year basis.

Ability to perform all duties in accordance with all applicable Board policies and district and legal requirements
Ability to meet and maintain punctuality and attendance expectations

PHYSICAL REQUIREMENTS:

Positions in this class typically require: stooping kneeling crouching reaching standing walking pushing pulling lifting finger dexterity grasping talking hearing seeing and repetitive motions.

Sedentary Work: Exerting up to 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift carry push pull or otherwise move objects including the human body. Sedentary work involves sitting most of the time. Jobs are sedentary if walking and standing are required only occasionally and all other sedentary criteria are met.

Incumbents may be subjected to moving mechanical parts odors chemicals extreme temperatures inadequate lighting workspace restrictions and intense noises.

CONDITIONS OF EMPLOYMENT:

CTSA salary classification Director I $136054 - $157536annual salary 40 hours per week for a 260-day annual assignment. This position is covered by a collective bargaining agreement. Medical dental vision long-term disability and life-insurance eligibility is based upon 630 hours worked within a school year. Retirement provided through Washington State Department of Retirement benefits include vacation and paid holidays.
