Reporting to the Executive Director Employee Services the Director of Instruction Employee Services leads the Recruitment Staffing (teaching/support staff) and absence coverage/dispatch portfolios and has overall responsibilities for ensuring staffing levels and process are aligned to approved budget allocations and collective agreement obligations respectively and that employee recruitment reflects best practices that are sensitive to and reflective of labour market conditions. The Director of Instruction provides strategic leadership to two managers and their teams.

RESPONSIBILITIES
- Lead and manage the recruitment staffing and absence coverage teams.
- Leveraging technology and in collaboration with other departments (including Finance) to ensure staffing entitlements are aligned with approved budget allocations collective agreement provisions and the VSB Education Plan
- Provide strategic oversight and direction for all employee staffing processes including ensuring all schools are staffed appropriately on a daily basis in collaboration with district and school leaders.
- Oversee Ministry of Education and Childcare requirements for Classroom Enhancement Funding (CEF) reporting in consultation with the Finance Department.
- Plan and support the delivery of professional development opportunities for principals and district staff regarding staffing and recruitment processes.
- In collaboration with the Director Labour Relations provide strategic advice to school administrators and district management on staffing related collective agreement provisions and matters of contract administration and interpretation.
- Lead the development and implementation of a renewed recruitment strategy through collegial mentorship of the recruitment team and third party service providers.
- Maintain professional and respectful working relations through mutual respect with employee group partners inherent rightsholders and system stakeholders.
- Actively participate in meetings and provide strategic advice as a member of the Senior Leadership Group and Employee Services leadership team including providing input on staffing matters during the annual financial planning process as well as strategic and operational planning processes.
- Participate on the Districts local collective bargaining teams as may be required.
- Attend various labour/management committee meetings grievance hearings and arbitrations as required as an expert resource and advisor to the Labour Relations team.
- Contribute to report writing for the Finance and Personnel Committee Meetings and other Board meetings as required.
- Provide advice and guidance to the Leaves of Absence team.
- Support the development of and revisions to Employee Services Administrative Procedures.
- Through ongoing professional learning maintain a strong working knowledge of relevant legislation impacting portfolio responsibilities arbitral case law and best practices.
- Participate in the selection processes for principals and vice principals as required.
CANDIDATE QUALIFICATIONS
- Candidates must have a Masters Degree plus a valid Teaching Certificate issued by the Teachers Regulation Branch (TRB) of British Columbia.
- Must have demonstrated leadership experience of ten or more years within the publicly-funded K-12 sector including some school administrator experience.
- Strong professional knowledge in best human resource practices labour relations legislation and issues within publicly funded education.
- Demonstrated ability to foster and lead high performance teams and manage complex issues or projects in a fast-paced intense environment.
- Strong emotional intelligence political acumen and interpersonal skills to manage and foster trusting working relationships with inherent rightsholders stakeholders school administrators colleagues and staff.
- Strong project management and planning skills with a demonstrated ability to meet established timelines and budgetary parameters.
- Strong organizational skills with the ability to work under pressure and manage competing priorities.
- Ability to communicate effectively including the ability to speak listen and write in a clear thorough and professional manner utilizing appropriate communication tools and platforms.
- Ability to strategically assess situations to determine their priority importance urgency and risks and make objective and clear decisions consistent with organizational goals.
- Strong leadership skills with the ability to ethically manage mentor and support unionized and exempt staff through the lens of succession planning.
- In-depth working knowledge of technology and software to manage staffing allocations and processes.
- Strong ability to work independently exercise sound professional judgement set goals develop action plans track progress and evaluate results.

- Able to provide the senior leadership team with strategic advice on maximizing staffing allocations relative to MECC funding.
COMPENSATION
The compensation package will be commensurate with the qualifications and experience of the successful candidate. The salary range for the position is $191937 to $213264 and a competitive benefits package and paid time off. Further details can be provided through the recruitment and selection process.
