Job Description:

Position Purpose summary:

The Director of Care (DOC) is accountable to the Executive Director for the overall management of the nursing department and resident care services. Through effective management of all resources in the nursing envelope and development a high functioning clinical nursing team the DOC will ensure the delivery of optimal care and service based on legislative requirements and The Salvation Army R. H. Lawson Eventide Home standards.

The DOC is required to perform their duties in a manner consistent with the Salvation Army R. H. Lawson Eventide Home core values and ethics ensure resident safety and demonstrate customer service excellence while responsible for planning implementation and evaluation of holistic care programs and services provided to the residents. The programs include nursing personal care social work occupational therapy physiotherapy and other medical services. The DOC will liaise with external agencies and consultants including clinical outreach team pharmacy laboratories local community colleges placement services physicians other health care services and providers including acute and long term care.

SCOPE AUTHORITY AND TERMS OF REFERENCE:

  • R. H. Lawson Eventide Home is a Long-Term Care and Seniors Supportive Housing facility owned and operated by The Salvation Army with a 12 million dollar budget and 101 long term care beds.
  • Envisions and shapes the long-term vision and strategy of the Care Function at R. H. Lawson Eventide Home to fulfill the ministrys Mission.
  • Manages over 100 direct and indirect reports (staff and consultants) including subordinates at the Director and Assistant Director levels; Assistant Director of Care Dietitian and other contracted staff in rehabilitation pharmacy and chiropody
  • This position is responsible for: overseeing the development of individualized resident care plans which are coordinated with all members of the Interdisciplinary Team; budget and financial control of the Care Department; development of policy and procedures that meet existing legislative and regulatory requirements and professional standards of practice; and facility Infection Prevention and Control Program.
  • This position has authority to: develop and implement care policy and procedures in support of the R. H. Lawson Eventide Home mission; in conjunction with the Director of Employee Relations hire professional and non-professional staff; and may manage the Manor in the absence of the Executive Director.
  • A strategic leader: a member of senior management team in planning implementation and evaluation of facility-wide quality improvement/risk management activities. Oversees development of reports and attends meetings of the Board. Upon request is the liaison for the CQI Committee.
  • Attends Professional Advisory Continuous Quality Improvement / Risk Management (CQI/RM) Committee meetings

Accountabilities:

General Strategy:

  • Develops the purpose philosophy long-term and annual strategic planning of the Care Function in support of the R. H. Lawson Eventide Home mission and in accordance with existing legislative and regulatory requirements and professional standards of practice
  • Identifies and implements best practices solves care challenges strives for continual improvement and is a strategic partner with the Administrative Executive team.
  • Participates as a member of the Administration Executive Committee in planning implementation and evaluation of facility-wide quality improvement/risk management activities.

Operations:

  • Ensures the daily Care operations support the goals and objectives policies standards and procedures set by the program and in accordance with MLTC standards policies and legislation.
  • Develops implements interprets and reviews standards policies and procedures of the Care Function in support of the R. H. Lawson Eventide Home mission and in accordance with existing legislative and regulatory requirements and professional standards of practice.
  • Oversees execution and monitoring of annual objectives and monitoring of actual performance against planned objectives.
  • Develops reports and proposals for submission to government regulatory funding bodies.
  • Responsible for the management of conflict resolution with respect to staff residents and

families.

  • Oversees that regular chart audits are conducted and makes recommendations to ensure compliance with all legislative regulatory and R. H. Lawson Eventide Home requirements.
  • Remains on-site during declared emergencies and assists in ensuring the safety of residents and staff (i.e. flood ice storm fires).
  • May assumes the responsibilities of the Executive Director in his/her absence.
  • Participates internal meetings as assigned and may be required to attend external related organizations and meetings as a representative of the facility.
  • Member of the Medical Advisory Pharmacy Quality/Risk Management and Care Conference Committees and other committees/teams as required.
  • Demonstrates commitment to Resident safety and R. H. Lawson Eventide Home mission vision and values.
  • Oversees Care Department staff scheduling and management.
  • Oversees development implementation and evaluation of quality improvement risk management infection control and health and safety activities within the Care Department.
  • Oversees the development and implementation of a departmental orientation for new employees and the provision of in-services for ongoing education and training of all Care staff.
  • Oversees pre-admission assessments in conjunction with the Placement Coordinatior/ assessor.
  • Analyses monthly statistical reports including development of action plans to enhance quality services provided in the home. .
  • Responsible for establishing standards of practice and care consistent with the professional disciplines and regulations under the Fixing Long-Term Care Act 2021 Joint Occupational Health and Safety Act Directives Policies and Procedures from Ministry of Long-Term Care Ministry of Health Public Health and the R. H. Lawson Eventide Home mission and philosophy.
  • Assures the development and implementation of individualized care plans that are coordinated with all members of the Interdisciplinary Team.

Leadership:

  • Manages over 100 direct and indirect reports (staff and consultants): Assistant Director of Care Social Worker professional nurses (RNs/RPNs) and unregulated care providers (PSWs) consulting Dietitian and other contracted staff in rehabilitation pharmacy and chiropody
  • Negotiates contracts with external consultants and contractors in collaboration with Executive Director
  • Oversees the authorization of overtime and leave requests
  • Represents the employer at Step 2 of the grievance procedure for Care staff in partnership with Human Relations Team.
  • Oversees the performance contracted health care specialists and clinical outreach teams.

Financial Accountability:

Human Resources:

  • In conjunction with the Human Relations Team works on an effective recruitment orientation and performance management process in accordance with R. H. Lawson Eventide Home standards for all employees within the nursing department
  • In conjunction with the Human Relations Team supervises delegates coaches motivates evaluates recognizes disciplines and terminates staff in accordance with facility policy and collective agreements
  • Establishes monitors and evaluates staffing patterns and work schedules in accordance with the nursing envelope budget and with Collective Bargaining Agreements as applicable
  • Identifies nursing department learning needs and makes provisions for appropriate education and continuing staff development
  • Fosters positive working relationships with the union and employee representatives
  • Demonstrates understanding of and compliance with legislative knowledge of the Employment Standards Act Human Rights Act Collective Agreement and Fixing Long-Term Care Act as it applies to the nursing staff.

Community Relations:

  • Promotes a positive working environment with the service providers working with R. H. Lawson Eventide Home
  • Establishes and maintains positive communication between the R. H. Lawson Eventide Home and the community.
  • Engages with community partners in developing and maintain best practice standards.
  • Collaborates with sector partners including Advantage Ontario and OLTCA

Family and Resident Relations:

  • Models and fosters an environment of positive customer service in all aspects of care
  • Responds promptly to concerns of residents and family members mediating a satisfactory response to concerns and implements action plans to avoid reoccurrence of similar issues
  • Facilitates communication in complex care issues to foster positive resident outcomes
  • Establishes and sustains care in a manner that is resident centred and fosters evidence based best practice.

Ministry of Long-Term Care Compliance:

  • Fosters good working relationships with relevant persons within the Ministry of Long Term Care (MLTC)
  • Knows and interprets applicable legislation regulation and process
  • Maintains effective liaison with consultants and physicians
  • Ensures that systems and processes are in place to achieve and sustain compliance
  • Understands all components of related legislation for staff residents and families.

Quality Improvement and Risk Management

  • Lead in the development and maintenance of the interdisciplinary Quality Improvement and Risk Management Program through the identification and prioritization of areas of risk and concern.
  • Coordination in development of Annual Program Evaluations (APE) as mandated by Ministry of Long-Term Care.
  • Coordination in development of annual Quality Improvement Plans (QIP).

MANAGERIAL/Technical Leadership RESPONSIBILITY:

  • Reports directly to the Executive Director

FINANCIAL AND MATERIALS MANAGEMENT:

  • In conjunction with the Executive Director and Director of Finance: prepares departmental budget administers and operates within the approved budget for financial control personnel management and resident care programs and ensures optimum utilization of resources
  • Maintains knowledge of the purchasing and inventory control systems and ensures deliveries are checked when received
  • Ensures the ordering of supplies and medical supplies as required and according to budget for the Care Department.

WORKING CONDITIONS:

  • Works in an office in a Long-Term Care Facility
  • May be on call and tasked to work overtime or work outside of regular business hours on occasion
  • Deals with agitated or angry individuals approximately 40% of the time
  • Work may involve lifting moving or shifting weighted objects of up to 20 lbs

education and experience Qualifications:

Education Qualifications and Certifications:

  • 2 BScN current Certificate of Registration as a Registered Nurse with the College of Nurses of Ontario in good standing and current CPR designation
  • Post RN education in Gerontology
  • 5 years in a senior nursing leadership role including program planning education critical analysis union accreditation and budgeting experience
  • 1 year experience as an RN in gerontological nursing; over 10 years progressive Nursing experience.

Competencies and Skills:

  • Knowledge and familiarity with computer operations and software applications including resident records and staff scheduling
  • Knowledge of and experience with the Ministrys RAI/MDS application
  • Demonstrated skill in leadership including experience with setting and achieving strategy goals and objectives; budget control problem solving conflict resolution and effective human and fiscal resource management
  • Current knowledge of issues and trends including best practices in nursing and best practices in the enhancement of quality of work life
  • Knowledge of current quality improvement and risk management concepts and approaches with special emphasis on infection control wound management and the prevention of resident falls and medication errors and least restraint policies
  • Excellent written and verbal communications skills in English
  • Demonstrated commitment to a resident centered leadership style

Compensation:

The target hiring range for this position is $94145.42 to $117681.77 with a maximum of $141218.12.

Placement in the salary range will be based on factors such as market conditions internal equity and candidate experience skills and qualifications relevant to the role.
