Primary Purpose:
To provide leadership in the administration of the ESEA Federal Programs and state programs to Superintendents District Administrators and Federal Programs Directors. To provide technical assistance training and staff development as required by TEA to meet the needs of the Local Education Agency (LEAs). Assist LEA administration in effective and efficient planning for expending Federal and State funds for the purpose of improving instruction providing supplemental education services and meeting compliance guidelines. In addition providing leadership in the implementation of federal and state program requirements and alignment with School Improvement requirements.
Qualifications:
Education/Certification
- Bachelors degree required upon hire
- Masters degree preferred
- Texas teaching certification preferred
Skills
- Administrative experience and knowledge of federal programs preferred
- Successful teaching experience preferred
- Exemplary communication skills required
- Experience managing grants preferred
- Experience leading administrative professional development preferred

Major Responsibilities and Duties:
- Works collaboratively with colleagues in and beyond the ESC to identify professional development needs through data analysis and self-reflection to ensure quality services that positively impact Federal/State programs
- Sets modifies and meets short-term and long-term professional goals based on self-assessment customer service reflection peer feedback contemporary research and analysis of LEA needs
- Provides support in meeting applicable ESC accountability measures and ensures accurate data collection for ESC ESSA and closely monitors and maintains documentation for compliance deadlines program requirements and validations related to State and Federal Programs
- Assists monitors and highly supports Federal and State eGrant applications compliance reports amendments and expenditure reporting and maintains documentation to support ESCs and LEAs adherence to compliance standards
- Communicates effectively and maintains relationships with TEA other ESCs Superintendents Business Managers Federal Program Directors Principals and Counselors sharing information and resources from TEA and USDE
- Continually informs LEAs and Schools on updates for Federal/State mandated items including program planning policies and necessary modifications
- Builds a framework for Superintendents and leadership personnel to ensure understanding of State and Federal requirements including the preparation and submission of the Standard Application System (SAS) for various federal programs including Title I Part A; Title I Part C; Title I Part D Subpart ; Title II Part A; Title III Part A; Title IV Part A; and Title VI Part B Subpart
- Provides required professional development and technical assistance on fiscal issues Private Non-Profit Schools State Compensatory Education (SCE) and other mandated areas
- Plans and facilitates research-based professional development for Title 1 Part A LEAs in Region 16 including staff development and specific follow-up as necessary. Areas include but are not limited to support with needs assessments campus and district plans accountability/monitoring requirements and Parent and Family Engagement
- Utilizes various methods (face-to-face videoconference webinars) for delivering professional development and provides training on Parent and Family Engagement requirements policies and procedures
- Assists Superintendents and Business Managers in creating and maintaining program budgets and adhering to State and Federal guidelines for all expenditures
- Provides one-on-one support to LEAs reviews Title 1 Part A LEAs needs and coordinates bi-annual meetings with superintendents federal program directors and other key personnel to maintain quality support
- Assists in collecting and organizing compliance documentation and provides technical assistance for program requirements and policy adherence for Federal/State mandated items including but not limited to LEA program planning Schoolwide program planning D/CIP CNA PFE policies PNP School-Parent company
- Records accurate documentation of all technical assistance provided to LEAs/Schools supporting them in the use of TEAL and SmartSheet/WorkApps for required activity submission
- Promotes services provided by Region ESC to LEAs as a liaison between TEA and LEAs/Schools
- Travels as a part of job responsibilities
- Maintains a functioning cell phone and is accessible through this phone as deemed appropriate by the service area director A functioning cell phone means that it is charged activated messages checked and mailbox emptied regularly
- Reports for work ready to perform responsibilities
- Performs duties that directly and/or indirectly impact student performance in Region
- Maintains a professional level of confidentiality regarding all ESC matters
- Supports the mission goals and objectives of the ESC strategic plan
- Upholds and adheres to safety rules and policies of the ESC safety program
- Performs professional responsibilities as required by ESC policies processes and procedures
- Manages time calendar and job responsibilities to meet deadlines
- Meets proficiency levels of required technology skills as outlined by supervisor
- Incorporates appropriate technology in daily work and exhibits continual growth in technologies as outlined by supervisor
