BACKGROUND AND PURPOSE OF THE ASSIGNMENT:
In February 2022 WFP re-established its presence in Ukraine. The WFP Ukraine Country Office is providing food assistance via different programmatic modalities to affected populations in Ukraine within its three-year interim Country Strategic Plan (CSP) 2025-2027. Activities include emergency food and cash assistance to the most vulnerable and war-affected populations living close to the frontline humanitarian demining livelihoods support social protection benefit support school meals to children in school and support to Ukraines food systems. WFP is also providing logistics and emergency telecommunications services to the humanitarian community facilitating the timely provision of assistance inside and outside of Ukraine. WFP continues to monitor the food security situation in Ukraine to adjust its assistance and accommodate surging needs.
The Research Assessment and Monitoring (RAM) Team in the Ukraine CO carries out food security and other types of needs assessments undertakes targeting analysis and performs economic and market analysis. The RAM team is also responsible for all monitoring of WFPs programme activities in Ukraine including process and outcome monitoring. The team collaborates with various external partners on various research and knowledge generation pieces in the area of food security agriculture and economic impacts of the war. Through the generation of evidence and knowledge the RAM team helps facilitate the design of WFPs strategies and activities in Ukraine ensures timely and relevant follow-up on implementation and contributes to advocacy efforts.
The RAM team is looking to hire a consultant to lead its programmatic and operational research activities. The role will strengthen the RAM team by adding critical skills and knowledge with a focus on acting as bridge between operational teams and the RAM team. Key areas will include geographical targeting modality selection and livelihoods evidence generation. The role will have a strong emphasis on creation of user-friendly platforms and tools standardisation of data and data processes visualization and dissemination.
ACCOUNTABILITIES/RESPONSIBILITIES:
The consultant will report to the Head of RAM. Tasks include:
Thematic tasks
Lead the development and roll-out the data mapping and methodology for a comprehensive vulnerability profiling of hromadas (districts)
Develop methodologies and data-based online tools for geographical targeting and prioritisation based on both assessment and operational data streams and lead the operationalisation of the tools with programme teams
In close collaboration with operational teams develop data streams and methodologies for modality selection and support their implementation and usage
Build and maintain a one-stop-shop platform for the compilation and visualisation of WFP Ukraine assessment monitoring and operational data and support its usage amongst staff
Lead the RAM team efforts to standardise its data eco system and integration with corporate ecosystem solutions
Facilitate collaboration and joint projects with external research bodies e.g. academic institutions third party monitoring companies and research partners
In close coordination with the head of M&E and the Assessment act as technical focal point on knowledge generation for country office work on livelihoods and support the development and rollout of a targeting and monitoring framework for livelihoods activities and act as a conduit with the livelihoods activity team
Crosscutting RAM tasks

Represent WFP in external fora and working groups as required
Contribute to capacity building of field staff and partners

DELIVERABLES AT THE END OF THE CONTRACT:
District vulnerability profiling platform updated and rolled out
Targeting prioritisation and modality selection operational tool updated and rolled out
Comprehensive targeting and monitoring framework for livelihoods launched and implemented
RAM one-stop-shop build and launched and maintenance plan developed
RAM data ecosystem updated implemented and aligned with corporate standards
Education:
Advanced university degree in one or more of the following disciplines: Statistics economics development economics public policy social science food security or similar relevant discipline or First University Degree with additional years of related work experience and/or coursework/trainings.
Coursework/trainings in statistics econometrics database management data visualisation household economics or other relevant topics is an advantage.
Experience:
At least 5 years of postgraduate professional experience with increasing levels of responsibility in an analytical function.
Experience in the following areas is essential:
Data cleaning management and analysis of household survey data;
Management of household assessment;
Food security and related methodologies;
Market assessments;
Modality selection;
Data visualisation;
Targeting;
Report writing and dissemination;
Supervision of technical teams.
Knowledge & Skills:
Good communication skills both written and oral
Good data management and analytical skills;
Good command of Excel
Expertise in R;
Problem-solving mindset and creativity;
Team player attitude and the ability to effectively collaborate across teams and functions;
Ability to establish effective working relations with people of different national and cultural backgrounds;
Willingness to participate in field missions.
Languages:
Fluent written and spoken English (level C);
Working knowledge (level B) of another UN language is an advantage.
