Duties and Responsibilities

  • **Serve as a system wide expert in financial aid to UHCC campuses in providing guidance on Federal State Institutional policies rules and regulations.
  • **Establish internal procedures and all financial aid activities to ensure compliance with Federal State Institutional policies rules and regulations.
  • **Plans recommends implement and processes centralized financial aid functions including administration of federal state and institutional financial aid programs (Pell SEOG FWS Direct Loans Hawaii Promise Institutional Aid External Aid).
  • **Responsible for processing financial aid for UHCC campuses including but not limited to Tracking Budgeting Awarding Satisfactory Academic Progress and Verification which includes identifying and resolving discrepancies; auditing and analysis.
  • **Manage UHCC scholarships working with campuses and UH Foundation for communication outreach and resolving technical issues related to the online scholarship system.
  • **Recommends plans and implements statewide financial aid outreach working with UHCC campus Financial Aid Managers.
  • **Facilitate implementation of aligned policies and procedures for UHCC campuses based on strategic planning.
  • **Develop and revise new and existing operational solutions when addressing emerging issues and concerns in financial aid enrollment and other student success areas.
  • **Generate reports and conducting data analysis based on operational reporting and other needs.
  • **Provide leadership in the formulation of financial aid functional solutions training policies and strategies for UHCC Financial Aid Managers.
  • **Conduct internal review of campus operations and practices for continuous improvement and alignment of best practices.
  • **Serve as a financial aid resource to UHCC campuses for financial aid functions including Professional Judgment Satisfactory Academic Progress appeals Return to Title IV and provide training as needed.
  • **Lead and facilitate meetings for campus Financial Aid Office staff as assigned related to changes to financial aid processing and procedures.
  • **Participate in conducting testing and training related to computer systems (upgrades bug fixes new functionality and new version).
  • **Provide processing assistance to campuses on a temporary as needed basis when there is agreement between employee UHCC System and campus.
  • Other duties as assigned.

Minimum Qualifications:

Education and Professional Work Experience:

  • Possession of a baccalaureate degree in business administration management social sciences liberal arts education or related field and 3 years of progressively responsible professional experience with responsibilities for providing financial aid leadership in a postsecondary education setting including experience in working with financial aid program management and policy oversight; or any equivalent combination of education and/or professional work experience which provides the required education knowledge skills and abilities as indicated.

Knowledge Skills and Abilities:

  • Considerable working knowledge of principles practices and techniques in the area of higher education student financial aid processing and administration as demonstrated by the broad knowledge of the full range of pertinent standard and evolving concepts principles and methodologies.
  • Considerable working knowledge and understanding of applicable federal and state laws rules regulations and theories and systems associated with financial aid regulations to develop policies and procedures pertaining to the awarding of financial aid monitoring of services and auditing compliance of programs.
  • Demonstrated ability to resolve wide ranging complex problems through the use of creative reasoning and logic to accurately determine the cause of the problems and the resolution of the problems in an effective innovative and timely manner.
  • Demonstrated ability to interpret and present information and ideas clearly and accurately in writing verbally and by preparation of reports and other materials.
  • Demonstrated ability to establish and maintain effective working relationships with internal and external organizations groups team leaders and members and individuals.
  • Demonstrated ability to operate a personal computer and apply word processing and spreadsheet software.
  • If applicable for supervisory work demonstrated ability to lead subordinates manage work priorities and projects and manage employee relations.

Supplemental Minimum Qualifications:

  • Demonstrated ability to facilitate groups toward collaborative problem solving and decision-making.
  • Ability to work independently on projects and meet time-critical deadlines.
  • Ability to work effectively with minority or disadvantaged groups.
  • Ability to work outside normally scheduled business hours including evenings and/or weekends as necessitated by branch requirements.

Desirable Qualifications:

  • Professional experience and strong working knowledge of Banner Colleague PeopleSoft Jenzabar One - preferably Banner.
  • Considerable working knowledge of other financial aid systems such as NSLDS COD EdConnect TD Client.
  • Knowledge of of one or more programming languages such as SQL or PL/SQL.
  • Working knowledge of the concepts practices and procedures of imaging systems and workflows.
