Job Description

Primary Purpose:

Support Region 16 districts in launching and sustaining Early Learning Academies through the Moody Early Childhood Grant. Provide data analysis for the Teacher Incentive Allotment (TIA) including managing data functions finalizing reports and producing stakeholder-ready materials. Strengthen district capacity by aligning systems to high-impact strategies that improve student outcomes.

Qualifications:

Education/Certification

  • Bachelors degree required
  • Teaching experience required
  • Masters degree preferred
  • Texas principal certification preferred

Skills

  • K-12 campus and/or district leadership experience preferred
  • ESC experience preferred
  • History of success in managing end-to-end detailed long-term projects and initiatives required
  • Worked with education data in the State of Texas (attendance accountability assessment PEIMS special student populations curriculum implementation etc.) required
  • Experience with data analysis and visualization software
  • Experience managing complex scheduling logistics
  • Project management and strategic planning for academy launch including timelines budgeting and sustainability
  • Understanding of Texas Child Care Licensing and ability to guide districts through compliance and application processes
  • Procurement and setup of early learning environments including equipment materials and vendor coordination
  • Familiarity with developmentally appropriate early childhood curricula and instructional support tools
  • Strong communication and collaboration skills for working with district leaders staff and community stakeholders
  • Ability to support continuous improvement through data-informed decision-making and resource development
  • Ability to communicate insights to a wide range of stakeholders within the ESC and districts served
  • Strong problem-solving skills
  • Commitment to continuous learning and solutions-oriented response to feedback

Working Conditions:

  • Tools/Equipment Used: Standard office equipment including personal computer and peripherals
  • Posture: Must be physically able to tolerate prolonged sitting frequent standing; occasional bending/stooping pushing/pulling twisting and standing
  • Motion: Must be physically able to tolerate frequent standing and walking repetitive hand motions frequent keyboarding and use of mouse; occasional reaching occasional driving
  • Lifting: Must be physically able to tolerate regular light lifting and carrying (less than 15 pounds); may require occasional heavy lifting and carrying (45 pounds or more)
  • Environment: Must be physically able to work inside; tolerate frequent districtwide travel and occasional statewide travel; regular exposure to noise
  • Mental Demands: Must be able to work with frequent interruptions; maintain emotional control under stress; work prolonged or irregular hours on occasion
  • Regular Attendance is an essential function

Major Responsibilities and Duties:

  1. Coordinate with Region 16 districts to plan and launch Early Learning Academies including developing timelines budgets and implementation strategies.
  2. Guide districts through the child care licensing process ensuring compliance with all state regulations and submission requirements.
  3. Support procurement and setup of academy environments including sourcing and purchasing developmentally appropriate equipment and materials.
  4. Assist districts in selecting and implementing early childhood curriculum aligned with best practices and state standards.
  5. Collaborate with district leaders instructional staff and stakeholders to ensure alignment communication and progress toward academy goals.
  6. Provide ongoing support for sustainability planning including staffing funding and continuous improvement strategies.
  7. Develop tools resources and documentation to support successful launch replication and long-term viability of Early Learning Academies.
  8. Maintain accurate records and reporting for grant compliance and progress monitoring.
  9. Analyze and manage Teacher Incentive Allotment (TIA) data including data validation performance calculations and report generation.
  10. Collaborate with district teams to ensure accurate submission of TIA data in alignment with TEA guidelines and timelines.
  11. Develop and present data reports and visualizations that support district decision-making related to educator effectiveness and compensation.
  12. Ensure data integrity across systems and support districts in interpreting and using data to improve instructional outcomes.
  13. Track performance against TIA Data Validation metrics and ensure regional implementation targets are met as set by TEA
  14. Travels as a part of job responsibilities
  15. Maintains a functioning cell phone and is accessible through this phone as deemed appropriate by the service area director. A functioning cell phone means that it is charged activated messages checked and mailbox emptied regularly
  16. Reports for work ready to perform responsibilities
  17. Performs duties that directly and/or indirectly impact student performance in Region 16
  18. Maintains a professional level of confidentiality regarding all ESC matters
  19. Supports the mission goals and objectives of the ESC strategic plan
  20. Upholds and adheres to safety rules and policies of the ESC safety program
  21. Performs professional responsibilities as required by ESC policies processes and procedures
  22. Manages time calendar and job responsibilities to meet deadlines
  23. Meets proficiency levels of required technology skills as outlined by supervisor
  24. Incorporates appropriate technology in daily work and exhibits continual growth in technologies as outlined by supervisor
  25. Performs other duties as assigned
