What we are looking for

An experienced professional with a background and experience in Legal aid/access to justice programming within humanitarian/ recovery/development context with knowledge of international human rights law and experienced in advocacy work.

Strategic vision to grow the Jordan programme and fundraising experience coupled with technical expertise in HLP rights legal identity work rights policy advocacy returnees counselling is required for this position.

Experience working with displacement-affected populations middle income or high-income humanitarian contexts.

Expertise working in coordination and liaising with external actors and donors as well as engaging with and building strategic partnerships with various stakeholders including civil society and national authorities.

Ability to work independently and proactively with limited daily support and supervision is necessary for this position.

What you will do

The purpose of the ICLA Specialist position is technical development of the Information Counselling and Legal Assistance (ICLA) Core Competency (CC); define strategic direction and quality assurance and oversee implementation of the ICLA strategy and quality control in alignment with Country Office Overall and Specific Objectives.

The Specialist will also play a key role in donor engagement and resource acquisition for the ICLA CC. The ICLA Specialist is also responsible for mentoring training and capacity building of staff on ICLA technical capacity.

Key responsibilities;

  • Develop ICLA strategy technical guidance and Macro Logframes (LFAs) that are aligned with regional and global strategies and priorities.
  • Lead the review of the ICLA program strategy (including plan of actions) in the evolving context in the Syria response and ensure a relevant response in addressing the protracted and emerging needs of refugees while in displacement.
  • Identify trends technical standards and donor priorities and contribute to fundraising for the ICLA programme develop and revise funding proposals budgets and donor reports.
  • Provide technical direction and project implementation support ensuring overall quality of the programme including through beneficiary participation and continuous learning in collaboration with the MEAL department.
  • Ensure that key learnings are extracted from ICLA implementation and incorporate them in ICLA and staff development processes. Lead capacity development initiatives for local partners on legal aid case management and on laws and obligations relevant to refugees in collaboration with ICLA Technical Coordinator.
  • Contribute to the development of an advocacy strategy in collaboration with Advocacy Manager and lead on ICLA advocacy priorities promoting the rights of refugees and any other policy and advocacy priorities as identified in the program strategy.
  • Provide systematic training and build capacity of technical staff in approaches including cash based interventions and market-based programme.
  • Follow up on compliance with contractual commitments within ICLA ensure high technical quality and synergies in project implementation ensuring compliance with and adherence to NRC policies guidance and procedures.
  • Ensure ICLA program activities are implemented within NRCs Safe and Inclusive Programming (SIP) guidelines and action plans.
  • Ensure sustainability and transition of the ICLA program including promotion of refugee inclusion in national systems and handing over specific program components to local actors.
  • Represent NRC in relevant forums/clusters including with national authorities and donors.

What you will bring

  • Minimum 5 years of professional experience within technical expertise area in a legal aid/access to justice programming within /humanitarian/ recovery/development context.
  • Experience working with displacement-affected populations and experience in middle income or high-income humanitarian contexts.
  • Experience working in coordination and liaising with external actors and donors.
  • Ability to work independently and proactively with limited daily support and supervision.
  • Fluency in English both written and verbal. Knowledge of Arabic is an asset.

Context/specific skills knowledge and experience

  • Knowledge of the context in Jordan and/or neighbouring or similar countries.
  • Knowledge of international human rights law and refugee law.
  • Experience in advocacy work.
  • Experience engaging with and building strategic partnerships with various stakeholders including civil society and national authorities.
  • Experience with legal aid programme development including leading technical proposals.
