Title:Housing Support Services Program Director

Position Summary. Jubilee is a recognized leader in advancing independent housing for adults with intellectual and developmental disabilities (I/DD). We are seeking a strategic and mission-driven Program Director to lead our growing Housing Support Services program which currently serves over 200 clients and is supported by a team of five specialists. This role is central to advancing Jubilees strategic initiative to promote self-determination in housing expand statewide partnerships and ensure high-quality person-centered services. Housing Support Services a Medicaid service authorized by the Developmental Disabilities Administration (DDA) helps adults with intellectual and developmental disabilities identify and navigate housing opportunities address or overcome barriers to housing and secure and retain their own homes.
Key Responsibilities.
Program Leadership and Strategic Growth.
Supervise mentor and support a team of five Housing Support Specialists who provide direct services to over 200 clients. Collaborate on achieving client goals advocating for clients and navigating challenges. Provide expertise on affordable housing challenges and troubleshoot in changing policy environments.
Monitor program budgets analyze financial reports and ensure billing accuracy to support long-term sustainability. Identify emerging trends community needs and partnership opportunities to inform program direction.
Draft and maintain related policies procedures forms and other documents with a focus on standardization efficiency equity and audit requirements; ensure client data and information is complete and accessible. Ensure Jubilee values are incorporated into work processes.
Lead Jubilees internal Housing Support Services meeting and contribute to other agency meetings. Work collaboratively across departments including Program Services Finance & Accounting to align efforts.
Provide leadership and take on agency-wide roles and responsibilities as assigned. Provide proactive responsive customer service to internal and external stakeholders across all job functions.
Outreach Advocacy Education and Partnerships
Represent Jubilee at community events conferences forums and other public venues to build visibility and foster strategic partnerships.
Cultivate and maintain relationships with developers landlords housing authorities and other key stakeholders to expand affordable housing options for people with I/DD.
Identify and execute additional opportunities to educate people with disabilities their families Coordinators of Community Services and other disability professionals on housing options. Collaborate with the Jubilee Breaking Barriers Senior Manager to reach underserved communities. Oversee the development and delivery of educational materials and presentations.
Collaborate with the Jubilee Academy Program Director to develop training opportunities for housing professionals and disability service providers.
Collaborate with other Housing Support Service providers and state partners such as the Maryland Department of Disabilities Department of Housing and Community Development and Developmental Disabilities Administration.
Advocate for affordable housing initiatives at the county and state levels in partnership with Jubilees leadership.
Training and professional development.
Complete and maintain all required training and certifications according to Maryland Developmental Disabilities Administration and Jubilee requirements including Housing Support Services certification Coach Approach and CPR/First Aid. Pursue additional professional development opportunities.
Presence.
This position is hybrid with the expectation of a minimum of three days per week in person at Jubilees office in Kensington MD and attendance at other in-person meetings and events as needed throughout the state of Maryland.
Occasional weekend or evening work may be needed to provide customer service outside of traditional business hours.

Qualifications.
Bachelors degree required Masters degree preferred.
Minimum 7 years of professional experience with affordable housing tenant protections delivering community-based services to people with intellectual and developmental disabilities human services or closely related work preferred.
Expertise in affordable housing vouchers fair housing and/or Housing and Urban Development (HUD) guidelines required.
Proven leadership and supervisory experience.
Strong strategic thinking communication and interpersonal skills. Use of person-first language and thinking is essential.
Excellent organizational/time-management skills attention to detail and data analysis skills.
Strong technology skills to effectively use Outlook Word Excel Teams Zoom and data systems relevant to the position.
Desire to work with and learn from people who have intellectual and developmental disabilities is required.
Bilingual (English/Spanish) is always a plus.
Compensation. This position has a fixed starting salary of $90000 per year. Benefits include four weeks of vacation two weeks of sick leave health/dental/life/disability insurance for the employee and eligible dependents 3% retirement match after one year 7 paid holidays $1000 student loan assistance or tuition reimbursement paid training opportunities Flexible Spending Account (FSA) for medical and dependent care expenses periodic reimbursement of vacation expenses and on personal situations additional paid leave may apply such as parental leave bereavement leave and jury service. Eligibility for some benefits starts at 20 or 30 hours of work per week.
