Job Description

Reports To: Director for Special Education

Duty Days: 238 Days

Wage/Hour Status: Exempt

Pay Grade: I04

Date Revised: 06/2025

Qualifications:

Masters degree in related field Valid

Texas Teacher Certificate
Valid Diagnosticians Certificate or Licensed Specialist in School Psychology preferred

Three years experience as Diagnostic Specialist or ARD Facilitator
Valid Supervision or Mid-Management Certification preferred

Preferred Ability to work with school and community population
Knowledgeable of federal and state special education rules and regulations

Primary Purpose:

Work directly under the supervision of the Director for Special Education Compliance and Assessment assume a leadership role in coordinating and supervising Diagnostic Specialists and ARD Facilitators in Katy ISD and with limited supervision interpret laws rules and regulations to students parents and staff; assist in recruiting selecting and evaluating staff; assist in preparation of budget Due Process and State Compliance Reviews; and prepare reports for federal state and local regulatory agencies.

Major Duties and Responsibilities:

  1. Provide technical expertise information and assistance to the Director of Special Education Compliance and Assessment regarding assigned functions; assist in the formulation and development of policies.
    2. Communicate and consult with parents and parent groups regarding programs and services for students with special needs.
    3. Provide direct supervision of designated Program Specialists Diagnostic Specialists ARD Facilitators and Diagnostic Clerks.
    4. Develop and maintain an effective system of communication with and among all personnel.
    5. Provide for management and maintenance of Special Education and District Automated Management Information Systems to ensure special education data is correct for necessary state reports.
    6. Coordinate and assist in budget preparation and projections for assigned areas.
    7. Supervise and evaluate staff as assigned.
    8. Screen and arrange for outside and independent referrals and evaluations.
    9. Oversee the purchase of testing materials assigned to Diagnostic Specialists for use with Katy ISD students.
    10. Provide supervision of Diagnostic Specialist interns approved to work for Katy ISD.
    11. Facilitate prepare and present staff development for Diagnostic Specialists ARD Facilitators and Diagnostic Clerks and coordinate these sessions with Staff Development Department (when applicable) and include Speech Pathologists (when applicable) as well as required or requested professional learning for district community and state.
    12. Assist with selecting and securing instructional materials for Diagnostic Specialists ARD Facilitators and Diagnostic clerks.
    13. Assist with all TEA monitoring efforts of the Katy ISD Special Education Department.
    14. Assist with development and revision of procedures/guidelines/practices for Diagnostic Specialists and ARD Facilitators related to evaluative procedures.
    15. Attend administrative team meetings for special education.
    16. Assist with the analysis of program evaluation data for Diagnostic Specialists and ARD Facilitators.
    17. Attend staffings and ARDs.
    18. Assist in the planning of parent training for special education parents in Katy ISD. Coordinate these parent training sessions with the district staff development offerings.
    19. Keep abreast of developments in special education and conduct training to keep district staff knowledgeable about changes best practices and new developments regarding compliance and procedural safeguards.
    20. Create and present training programs on the implementation of local state and federal guidelines in special education.

Working Conditions:

Frequent in-district travel some out of district travel ability to multi-task many projects at one time maintain emotional control under stress work with frequent interruptions occasional prolonged and irregular hours frequent standing stooping bending kneeling pushing sitting for long periods moderate lifting and carrying 15-44 lbs. weekly. Move small stacks of textbooks audit folders media equipment desks and other classroom or adaptive equipment.
