COMMUNITY ENGAGEMENT ADMINISTRATOR

Department: Mayors Office

Division: CAO

Pay Grade: GRADE 160:$74722.25 - $108347.26 Annual Salary.

FLSA Status: Non-merit Exempt Eligible for Benefits

POSITION SUMMARY

The Community Engagement Administrator serves as a trusted advisor to the Mayor responsible for advancing meaningful relationships public-facing initiatives and international partnerships that reflect the Mayors priorities. The role focuses on building person-to-person connections across all areas of Ogden helping residents better understand and access city services while creating stronger communication between the City and its communities. Given the citys cultural variety of backgrounds and experiences-including a large Spanish-speaking population-this position requires strong Spanish fluency cultural awareness and the ability to build trust across neighborhoods communities and faith groups. The role also leads strategic special projects assigned by the Mayor that span local regional and international interests.

ESSENTIAL JOB FUNCTIONS

1. Executive Advising & Special Projects

  • Serves as a trusted advisor to the Mayor on matters related to community engagement international relations and culturally significant initiatives.
  • Leads and supports special projects assigned by the Mayor related to community outreach global partnerships economic development and citywide events.
  • Coordinates cross-departmental initiatives that require high levels of community input cultural context or public visibility.
  • Represents the Mayor at public functions meetings and engagements; communicates on behalf of the Mayor when appropriate and ensures follow-up and accountability.
  • Provides strategic input and coordination support in preparing for international events and opportunities including Olympic-related planning and diplomatic visits.
  • Performs other related duties as required/assigned.
  1. Community Engagement & Trust-Building
  • Develops and carries out grassroots outreach strategies to connect with residents throughout Ogden-especially in the northern neighborhoods and areas where residents may have limited access to city information or services.
  • Conducts person-to-person outreach and hosts small informal gatherings (e.g. home-based neighborhood or faith-based) to build relationships and improve communication between the City and its residents.
  • Acts as a connector between individuals and families and the city services or partner organizations that can meet their needs.
  • Builds and maintains strong relationships across all neighborhoods backgrounds and faiths helping ensure the City is visible responsive and approachable.
  • Brings specific knowledge of Latin American culture values and customs which is especially important given that many of Ogdens immigrant residents have roots in Latin America.
  • Collaborates with local leaders and organizations on community-based projects events and initiatives that support communication opportunity and service delivery.
  1. International & Cultural Affairs
  • Manages and expands Ogdens sister city relationships and other international partnerships that support economic cultural and educational exchange.
  • Leads or supports diplomatic visits cultural delegations and international trade missions.
  • Collaborates with consulates cultural institutions and community leaders to promote mutual understanding and strategic collaboration between Ogden and international partners.
  • Works with internal city teams to align international opportunities with city goals and initiatives.
  1. Economic & Small Business Support
  • Acts as a connector between city programs and Hispanic/Latino small business owners helping navigate licensing compliance and available resources.
  • Builds partnerships that promote entrepreneurship and economic opportunity for community members.
  • Supports initiatives that help businesses thrive in Ogden providing guidance outreach and visibility in collaboration with business development departments.
  1. Cultural Events Youth Engagement & Civic Partnerships
  • Collaborates with arts cultural and heritage organizations to plan and promote events that reflect the citys cultural variety of backgrounds and experiences.
  • Partners with youth-focused programs and community leaders to create opportunities for engagement in sports and activities not traditionally offered in Ogden.
  • Supports city efforts to increase youth voice and leadership across neighborhoods schools and local institutions.
  • Serves as liaison to the Community Engagement and Opportunity Commission (CEOC) aligning the commissions work with broader city goals and helping to evolve its focus toward service access economic mobility and civic opportunity.
  • Coordinates and supports the administrative affairs of the CEOC including meeting scheduling materials preparation communications and other organizational needs.

EDUCATION AND EXPERIENCE REQUIREMENTS

  • Equivalent to a bachelors degree in public administration international relations communications business or a related field.
  • At least four (4) years of professional experience in community engagement public outreach cultural affairs or related work involving direct interaction with the public.
  • Demonstrated ability to work directly with diverse community members in a person-to-person trust-building capacity.
  • At least two (2) years of experience managing projects or initiatives related to civic outreach public programs or event coordination.
  • Experience representing or advising senior public officials or executives preferred.
  • Spanish fluency is required.

SPECIAL REQUIREMENTS

  • Possession of or ability to obtain an appropriate valid Utah drivers license.
  • Participate in safety and risk management activities; take action to reduce liability to the city.
  • Ability to maintain mental capacity which allows for effective interaction and communication with others.
  • Ability to comply with all city policies and regulations including safety and risk management standards.
  • Attendance and punctuality are essential functions of this position. Employee will be required to work as a team and frequently meet in-office with co-workers supervisors and the public during regular business hours; employee will be required to use on-site equipment.
  • This is an in-office position requiring attendance during regular business hours 8:00 a.m. to 5:00 p.m. Monday through Friday except for scheduled meetings out of the office.
  • Employee will be required to attend meetings and events outside of regular business hours and must be available evenings and weekends.
  • Ability to maintain mental capacity which allows for effective interaction and communication with others.
  • Employee will be required to complete NIMS IS100 IS200 ICS300 ICS400 IS700 IS800 IS701 IS702 IS703 IS704 IS706 IS775 and IEMC course(s) and position-specific ICS courses based on assignment within two years of hire.
