SUMMARY
This is administrative work facilitating the electronic plan review process establishing business processes for plan review and maintaining the various electronic platforms used to conduct and coordinate development reviews across multiple city departments.
The single position allocated to this classification reports to a designated manager and works under minimal supervision. Work in this class is distinguished from higher classes by its lack of managerial responsibilities and from lower classes by its emphasis on leading and coordinating projects between internal city departments communicating directly to customers regarding the status of permits and development plans and addressing specific concerns related to the management of the program.

ESSENTIAL JOB FUNCTIONS
Manage and guide the review process from First Step meetings through the entire permitting process.
Oversees building and planning reviews to ensure the process is timely and efficient.
Works with the management team to resolve customer service and compliance issues.
Monitors current projects and synchronizes all team members involved in the workflow.
Resolve project delays and conflicts within the electronic plan review system.
Communicates with both external and internal users regarding changes in timeline or new information; tracks project changes and adjust schedules as needed.
Establish training processes and process documentation for both internal and external development review participants.
Work with software providers for upgrades and revisions to the permitting and review programs.
Coordinate upgrade processes and communications with internal and external users management and software providers.
Oversees preparation of weekly status reports and communication of material.
Oversees website updates regarding changes to electronic plan review procedures and policies.
Attends work on a regular and continuous basis.
NON-ESSENTIAL JOB FUNCTIONS
Serves as a guide liaison empathetic emissary expert and problem solver in assisting citizens through the electronic plan review process.
Solicits feedback from customers investigates customer issues and finds solutions for each issue.
Provides guidance and assistance to internal customers including other City departments and agencies.
Work with internal IT support for any computer needs related to new employee hires and upgrades to the system.
Attends conferences related to new installations upgrades or availability for the electronic plan review system.
Performs other related duties as assigned.
QUALIFICATIONS
To perform this job successfully an individual must be able to perform each essential job function satisfactorily. Below are the required education experience knowledge skills and abilities to perform the essential functions.
EDUCATION AND EXPERIENCE
Graduation from high school or possession of an acceptable equivalency diploma and three (3) years of progressively responsible experience in development review coordination; or an equivalent combination of education training and experience which provide the required knowledge skills and abilities.

KNOWLEDGE SKILLS AND ABILITIES
Comprehensive knowledge regarding best practices in customer service development review and building permit review.
Knowledge of permitting procedures for zoning public works and fire safety.
Ability to read and interpret development and building codes.
Ability to defuse stressful situations and remain calm.
Ability to work closely with staff to mentor and develop departmental staff to meet the needs of citizens the organization and our customers.
Possess strong time management skills.
Possess goal oriented focus.
Ability to communicate effectively both orally and in writing.
Ability to administer and participate in complex studies and to analyze information and make substantive recommendations based on such studies.
Ability to work effectively with elected officials charter officers department heads representatives of other agencies other city employees and the general public.
PHYSICAL AND ENVIRONMENTAL REQUIREMENTS
To perform this job successfully an individual must possess certain physical abilities and be able to withstand work related environmental conditions.
