Metro Transits Bus Operations division has an exciting Special Duty Assignment opportunity for administrative professionals to join the Transit Administrative Support Specialist III (TASS III) team at Atlantic Base

The TASS III position provides high-level customer service and administrative support to Metro employees internal customers and division leaders within Bus Operations. They are responsible for a number of daily HR-related tasks such as: ensuring timely and accurate payroll processing submitting updates to employee job information tracking Transit Operator attendance providing written correspondence to operators and union representatives as well as maintaining spreadsheets databases and confidential information. The TASS IIIs positions also serve as a point of contact on policies procedures and processes so candidates must be highly attentive to detail to be able to navigate complex policies and labor contracts. The ideal candidate ishighly organized and proactive has outstanding customer service skills and enjoys making a positive impact through administrative support.

In this position youll be joining a motivated leadership team of highly successful professionals who are passionate about supporting our valued front-line employees. This position will offer applicants the opportunity to learn more about Base Operations Management Metro operating processes Labor Relations and Human Resource principles. Metro Transit is King Countys largest Department employing over 5000 people who primarily work in the fields of Transit Operations Vehicle Maintenance Transit Facilities Operations and Marine.

Note: This recruitment will be used to fill one (1) Special Duty Assignment Transit Administrative Support Specialist III position at Metros Atlantic Base. This recruitment will also be used to generate a 12 month eligibility list to fill future vacancies within Bus Operations as they occur.

Job Duties

Applying equity and social justice principles is a daily responsibility and a foundational expectation for all King County employees. In this role you will apply equity and social justice principles that exemplify shared values behaviors and practices to all aspects of the work.

As the TASS III you will:

  • Perform payroll and timekeeper functions ensuring timely and accurate payroll processing.
  • Maintain base files for the Base Transit Superintendent and Base Transit Chiefs including electronic personnelrecords. Complete personnel-related documents such as position requisitions personnel changes and special dutyrequest forms for submittal to Transit Human Resources.
  • Track FMLA/KCFML/Paid Parental Leave usage and time balances; track and record attendance and miss records;maintain disciplinary action records as required in compliance with negotiated labor agreements; safeguardconfidential information relating to terminations discipline drug testing and other personnel actions.
  • Monitor track and analyze budget expenditures and research budget issues; order supplies and equipment; manageasset inventory information and surplus distribution processes; process uniform shoe travel and similar vouchersconsistent with labor agreements.
  • Provide direct administrative support to the Base Transit Superintendent and Base Transit Chiefs including assistancein managing calendars phone calls voicemails email mail and other correspondence. Disseminate information onchanging policies processes and procedures.
  • Serve as a point of contact for staff with questions on County and Transit Division policies procedures andprocesses. Disseminate information on changing policies processes and procedures.
  • Order and maintain office supplies inventory and serve as the point of contact for leased equipment.
  • Create and maintain a variety of spreadsheets databases and reports for specialized information. Develop andmaintain lists of active projects contracts purchase agreements or other program-specific information processesand tracking invoices for payment.
  • Track and ensure timely processing of grievance procedures contract requirements and next steps; scheduledisciplinary meetings and hearings; take notes prepare and distribute hearing summaries in compliance withnegotiated labor agreements.
  • Coordinate and build relationships with internal and external customers to ensure continued efficiencies andcooperation.
  • Receive submit and track work requests (such as facilities vehicle maintenance IT and telecommunications).Arrange for office equipment rental repair and maintenance. Develop and maintain internal tracking databases orspreadsheets to monitor active projects contracts and purchase agreements.
  • Develop implement and maintain electronic and paper filing systems. Maintain and store records in accordance withthe King County Records policies.
  • Plan and coordinate special and ongoing programs projects initiatives recognition awards and promotional events.
  • Other duties as assigned.

Experience Qualifications Knowledge Skills

Minimum Qualifications:To be considered eligible for the position applicants must possess: Three years of increasingly responsible office or administrative support experience;includingtwo years of independent administrative responsibility for a group or team of professional technical or management staff OR an equivalent combination of experience and education which provides the applicant with the desired skills knowledge and ability required to perform the work.

Additional qualifications include:

  • Strong customer service skills with the ability to be organized and analytical have good time management and communicate effectively with strong interpersonal skills. This includes the ability to work well independently and as part of a diverse team.
  • Ability to maintain strict confidentiality in handling confidential sensitive data and information involving matters internal to Metro as well as external matters involving suppliers contractors and vendors.
  • Demonstrated ability to establish and maintain cooperative respectful and equitable working relations with a diverse group of coworkers internal and external customers chiefs and superintendents; ability to deal with others with tact diplomacy and courtesy.
  • Strong oral and written communication skills including the ability to take accurate meeting minutes and produce concise meeting summaries.
  • Ability to multi-task with frequent interruptions working under pressure efficiently and effectively with competing priorities needs and personalities.
  • Demonstrated ability to draft proofread edit compile and finalize official and technical documents for managers or other decision-makers.
  • Demonstrated ability to be detail-oriented and organized and show initiative and resourcefulness in independently resolving problems and work assignments.
  • Skill in conducting research on a specific work assignment.
  • Ability to produce work products under tight deadlines.
  • Demonstrated ability to work independently exercise good judgment and accept personal responsibility for the job.
  • Ability to operate and troubleshoot standard office equipment.
  • Knowledge of payroll processing operations and associated legal requirements.
  • Ability to learn software applications including payroll and timekeeping software.
  • Proficiency with Microsoft Office 365 products including Word Excel Teams and Outlook. Must be able to learn new computer programs.
The most competitive candidates will have the following desirable qualifications (but not required):
  • Familiarity and experience with King County policies and procedures particularly human resource policies and procedures.
  • Experience with PeopleSoft or similar payroll and time-keeping software.
  • Knowledge of King County Family and Medical Leave Family and Medical Leave Act and other HR leave statuses.
  • Experience with ORACLE EBS or similar financial and procurement software.
  • Familiarity with SharePoint
  • Knowledge of the ATU 587 labor agreement

Supplemental Information

WORK SCHEDULE AND LOCATIONS
The work week is 40 hours Monday through Friday between the hours of 7:00 AM and 5:00 PM with some fluctuation dependent on final base location. These hourly positions are subject to the provisions of the Fair Labor Standards Act and therefore are eligible for overtime pay if scheduled and approved.This position does not offer any hybrid or remote work schedules.
