SUMMARY

This position is based at Charlotte Douglas International Airport and provides support for Federal Civil Rights programs specifically the Disadvantaged Business Enterprise (DBE) Program. This position reports to the Accessibility & Equity Manager and requires considerable initiative DBE program compliance knowledge contact with the public and critical thinking.

ESSENTIAL DUTIES & RESPONSIBILITIES:

1. Supervise a team of Specialists responsible for implementing DBE program initiatives and ensuring project specific compliance to regulatory requirements.
2. Serve as the program subject matter expert throughout the procurement contract award and pre-project processes. Public speaking and presentations will be required at times.
3. Evaluate scopes and statements of work to identify subcontracting opportunities for participation by DBE-Certified firms.
4. Ensure agreements with prime and sub-contractor/consultant include required city state and federal terms conditions and provisions.
5. Monitor prime and sub-contractor/consultant performance towards goal achievement including performing site visits and Commercially Useful Function (CUF) reviews ensuring accuracy and timeliness of payments and effective communication of contract change orders or amendments.
6. Participate in mediations and propose solutions for any project-based conflicts that may arise.
7. Responsible for project-based compliance reporting.
8. Update Request for Council Action (RCA) documents and maintain approved RCA records in project files for all federally funded projects.
9. Monitor and respond to support tickets and requests from vendors in the InclusionCLT system and the Certified Payroll Reporting System (currently LCP Tracker) ensuring the resolution occurs in a timely manner.
10. Collect and evaluate prevailing wage documents (Davis Bacon requirements) in accordance with federal regulatory requirements.
11. Assist with the logistical planning and implementation of outreach events.
12. Identify and coordinate training and professional development opportunities for the Specialist role.
13. Provides any additional support as needed.

COMPETENCIES FOR SUCCESSFUL PERFORMANCE OF JOB DUTIES:

Knowledge of:
The Disadvantaged Business Enterprise Programs Federal Regulations as stated in 49 CFR Part 26
Experience with RFP/RFQ/ITB contracts/documents and administering contracts for highly regulated government programs preferred.
Must be proficient in Excel Word and other MS Office Programs with the ability to learn new programs quickly. Experience utilizing database programs and ability to access information from the Internet and Intranet.
Experience with eBuilder B2Gnow and LCP Tracker (or other Certified Payroll Reporting system) is preferred.

Accurately organize and maintain paper documents and electronic files.
Maintain the confidentiality of information and professional boundaries.

Prepare and deliver presentations.

SUPERVISORY RESPONSIBILITIES:

Supervises Business Inclusion Specialists

MINIMUM QUALIFICATIONS:

High School Graduate or Equivalent AND 5 years related experience

OR

2 Year College Degree AND 3 years related experience

OR

Bachelors Level Degree AND 1 year of related experience

PREFFERED QUALIFICATIONS:

A bachelors degree with 2-3 years experience is preferred. Coursework in business administration public administration aviation management procurement business diversity a related field or a DBE program administration certification is preferred.

CONDITIONS OF EMPLOYMENT

The Citys Background Check Policy requires background checks to be conducted on final internal or external candidate(s) applying for any position with the City of Charlotte. The type of information that will be collected as part of a background check includes but is not limited to: reference checks social security verification education verification criminal conviction record check and if applicable a credit history check sex offender registry and motor vehicle records check.

The checks must be consistent with the guidelines set forth by these laws requiring organizations to obtain a candidates written authorization before obtaining a criminal background report motor vehicle records check or credit report; and to properly store and dispose of information derived from such reports.

Final candidates must pass a pre-employment drug-screening test and physical examination. During the selection process candidates may be asked to take a skills test and/or participate in other assessments.
