Job Description

Definition/Description

Under limited supervision this supervisory position plans organizes and supervise legal clerical and courtroom staff and functions that support court operations.
This recruitment will also lead to establishing an eligibility list for future opportunities at the court.

DISTINGUISHING CHARACTERISTICS:
This class is distinguished from the Legal Process Clerk with a lead differential by having full supervisory authority regarding hiring firing discipline and training Legal Process Clerks and Courtroom Clerks. It differs from positions in the general clerical supervisory classes by the requirement for knowledge of legal terminology courtroom procedures court actions and legal processes.

Typical Tasks/Representative Duties

  • Plans assigns supervises coordinates reviews and evaluates the work of the Legal Process Clerk and Courtroom Clerk classes; ensures adequate coverage for all legalprocessing courtroom and judicial services activities;
  • May supervise the management of calendars for criminal civil family juvenile delinquency juvenile dependency or probate hearings;
  • May supervise the custody and control of exhibits and depositions; may receive and account for filing fees fines or deposits;
  • Confers with judges attorneys and other governmental agencies to obtain information conduct research and keep parties appropriately apprised;
  • Answers complex and difficult legal or procedural questions related to document processing and courtroom operations; advises attorneys public agencies and the general public regarding the status of legal cases and procedural information; applies departmental policy to resolve conflicts with the customers;
  • Compiles and prepares statistical reports composes correspondence and memos;provides input into development of budget for the unit;
  • Hiring and handling disciplinary actions of subordinate staff;
  • Performs other related duties as required.

Employment Standards/Typical Qualifications

An educational level equivalent to a high school diploma or GED and at least three years of experience in a court setting is required. A bachelors degree or higher in Public or Justice Administration or a related field may be substituted for two of the three years of experience in a court setting(if one year of lead or supervisory experience is within a court it may be considered part of the three year court experience). No substitutions will be accepted for one year of lead or supervisory experience. Submission to a background investigation upon conditional offer of employment is required.

Knowledge of:

  • Principles and practices of supervision and training;
  • Legal terminology; legal process forms;
  • Applicable laws;
  • The functions and relationships of the legal system which depending on the
    assignment may include the various divisions of the court law enforcement juvenile and adult probation the social service agency the District Attorney Public Defender and working with union represented employees.

Ability to:

  • Supervise coordinate train evaluate and direct the staff and activities of a variety of legal and court clerical work;
  • Manage multiple tasks simultaneously;
  • Organize records; oversee work effectively to meet court deadlines;
  • Understand explain and apply legal terminology and procedures;
  • Serves as subject matter expert coordinator and liaison for the assigned functions;
  • Work well under pressure and in stressful situations;
  • Use independent judgment to interpret and apply provisions rules policies and procedures;
  • Communicate effectively orally and in writing;
  • Establish and maintain positive work relationships with the public and staff at all organizational levels.

Supplemental Information

WORKING CONDITIONS:
The work environment at most of the assigned facilities are clean inside with limited exposure to dust fumes odors and noise however an incumbent may be assigned to a warehouse work site which may have a higher level of exposure to these elements. Incumbents will be working under sometimes difficult and stressful conditions with frequent deadlines and expectation to produce high quality work under limited time constraints as well as periodic contact with angry and confrontational individuals. The ability to work independently as well as closely with others is required.

ESSENTIAL FUNCTIONS:
Specific tasks and duties may vary between assignments however the following are considered essential functions expected of the Legal Process Supervisor classification:

  • Frequent and ongoing use of a computer terminal to conduct a variety of the more advanced clerical functions and communications;
  • Periodic regular and/or occasional contact with employees in other court divisions government agencies the public and/or vendors with the ability to converse and respond appropriately to inquiries and requests;
  • Periodic to regular lifting walking and carrying of files documents and other court related materials. Incumbents must have the ability to lift and carry 10 lbs.

PHYSICAL DEMANDS:

  • Strength dexterity and coordination and/or ability to use a computer keyboard and read a video display terminal on a regular basis;
  • Ability to listen to verbal requests from the public and court staff then respond
    appropriately;
  • Dexterity and coordination to handle files and single pieces of paper occasional lifting of objects weighing up to 10 lbs such as files stacks of paper reference books and other materials;
  • Frequent need to reach for items above and below desk level sometimes with the assistance of a ladder or step-stool;
  • Standing and sitting for long periods of time is periodically required.

in a written and/or oral examination. The examination process will include one or more of the
following: application appraisal; written examination; oral examination.
