    POSITION SUMMARY:

    Handles and manages all aspects of the Public Guardianship Program. Supervises Guardianship Case Manager.

    Serves as public guardian for wards of the state age 65 years and over rotating on-call responsibilities with the Guardianship Case Manager. Provides information and consultation to the public regarding guardianship alternatives to guardianship advanced directives end of life matters and elder abuse prevention. Responsible for required reporting to the Circuit Court and the Maryland Department of Aging (MDoA).

    STARTING SALARY HIRING RANGE:
    $32.95 - $37.13

    CLASS DESCRIPTION:
    Performs intermediate professional level human services work which may include supervisory responsibility under general supervision from an administrative or technical superior. Work includes administering human service programs or providing specialized health and human services targeted at a special population; assisting in formulating policies and developing goals and objectives; and providing a full range of counseling and referral services. Work may also include identifying and investigating complaints of unfair and deceptive practices and violations of local and State laws; and administering criminal justice and alternative sentencing programs.

    ESSENTIAL DUTIES AND RESPONSIBILITIES

    Include the following. Other related duties may be assigned.

    • As the designee of the Office on Aging Administrator serves as public guardian for wards of the state age 65 years and over.
    • This position supervises the public guardianship case manager and provides on-going support to staff; this may include carrying a caseload.

    • Perform pre-guardianship investigations provide comprehensive case management attend and/or participate in Guardianship Hearings in Circuit Court and present cases to the Adult Public Guardianship Review Board.
    • Counsel wards and family members regarding ethical medical and end of life matters; make decisions on behalf of the ward regarding these issues.
    • Attend nursing home or assisted living facility resident Care Plan meetings regarding the current medical needs of the appointed wards. Attend required regular State Guardianship meetings.
    • Provide general information consultation and educational presentations to the public to families to staff of the local hospital nursing homes assisted living facilities and other relevant places regarding guardianship alternatives to guardianship advanced directives and end of life matters as well as elder abuse prevention.
    • Review analyze and provide written comments about federal state and local laws regulations policies and actions as they pertain to guardianship advanced directives end of life matters and elder abuse.
    • Develop maintain and submit required reports to the Circuit Court and to state and local agencies including the Maryland Department of Aging (MDoA).
    • Develop and maintain professional relationships with service providers to include medical professionals attorneys judges and other professionals serving guardianship clients to best advocate for the needs of the appointed wards.
    • Rotate on-call responsibilities with the Guardianship Case Manager.
    • Perform other duties as assigned.
    • Participate in activities related to Emergency Management as requested including work outside normal business hours.

    SUPERVISORY RESPONSIBILITIES:

    Directly supervises the Guardianship Case Manager. Carries out supervisory responsibilities in accordance with the organizations policies and applicable laws. Responsibilities include interviewing recommending hiring to the appointing authority and training employees; planning assigning and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

    MINIMUM REQUIRED EDUCATION/EXPERIENCE

    Bachelors degree and one (1) year of related experience or equivalent combination of education and experience.

    PREFERRED EDUCATION KNOWLEDGE SKILLS AND ABILITIES:

    • Bachelors degree (B.A.) in social work human services or related field and related experience and/or training.
    • Knowledge/ experience with care management especially with older adults.
    • Capable of representing the Office at routine court hearings to present information concerning the case/ward.
    • Experience in performance management preferably the Results Based Accountability model.
    • Strong interpersonal skills excellent oral and written communication skills and the ability to work well with an ethnically diverse population.
    • Strong computer proficiency especially with Microsoft Office (Word Excel PowerPoint) database management and spreadsheet applications necessary.
    • Proficiency in virtual platforms and use of technology for human services delivery.

    LANGUAGE SKILLS MATHEMATICAL SKILLS AND REASONING ABILITY:
    Ability to read analyze and interpret professional journals medical reports government regulations and legal documents. Ability to respond to common inquiries or complaints from customers regulatory agencies or members of the community. The ability to prepare presentations and effectively present information to families care providers public groups physicians attorneys judges and other court personnel. Ability to understand treatment information of nursing homes and assisted living facility residents.

    Ability to add subtract multiply and divide in all units of measure using whole numbers common fractions and decimals. Ability to compute rate ratio and percentage and to draw and interpret bar graphs.

    Ability to define problems collect data establish facts and draw valid conclusions. Ability to interpret and deal with several abstract and concrete variables.
