Position OverviewThe Concord Public Schools and Concord Carlisle Regional School District are seeking a Director of Human Resources to oversee and manage all aspects of the districts human resource functions and staff. Working in conjunction with the Superintendent Assistant Superintendent of Finance and Operations and the districts leadership team the Director of Human Resources will lead district-wide efforts to be strategic in the recruitment and selection staffing and onboarding performance management retention and other talent management functions with a specific focus on diversifying the OutcomesA successful Director of Human Resources will:Manage the HR team and apply best practices in human resources management to ensure that all aspects of HR operations including legal compliance policy administration and other employee services function effectively efficiently and strategically. Serve as the advisor to the district and school leaders in all matters related to human resource functions such as employment retirement regular compliance and reporting policy administration employee discipline contract administration and record-keeping for all employees. Work in collaboration with the Superintendent Assistant Superintendent of Finance and Operations and the administrative team to maintain the districts ability to attract and retain highly qualified and effective Duties and ResponsibilitiesTalent Acquisition and Workforce PlanningDevelop and implement a strategic recruitment plan that strengthens the districts ability to recruit and retain high quality educators and other strategies to develop new talent pipelines recruitment strategies and talent management strategies with a particular emphasis on meeting the districts goal of increasing the diversity of its principals and other managers in planning for: projected vacancies candidate screening selection hiring staffing and other human capital management functions as job posting as part of the recruiting function supporting budgetary control and complianceManage and make suggestions to improve individual contracts and salary agreementsEmployee Relations Engagement Culture and RetentionFoster a positive and inclusive workplace cultureEstablish and maintain a strong positive working relationship with school leaders and district staff to support the recruitment selection onboarding management and retention of high quality candidates and staffManage employee relations issues grievances and conflict resolutionProvide leadership and consultation for principals and educators regarding licensureSupport building administrators and department heads in investigating and responding to employee discipline matters and provide support to the office of the Superintendent in investigating and responding to trends and recommend initiatives that may enhance the workplace and Risk ManagementEnsure compliance with background check requirements including CORI & Fingerprinting in conformance with collective bargaining agreements district polices and state a high level of knowledge in employment law and other applicable federal state and local policies pertaining to personnel matters for the purpose of implementing procedures to maintain compliance with current legal internal communications on HR policies procedures and relevant legal matters to ensure consistency in administration and compliance and develop maintain and continuously improve systems to ensure staff are aware of and have access to benefit information particularly during open enrollment as the compliance officer for discrimination and sexual harassment issues including receiving investigating and responding to complaints or providing advice and consultation to the administrator handling the investigation or accuracy timeliness and quality in all required state and federal HR reporting and provide human capital data to the Superintendent other departments and/or schools as and BenefitsCoordinate with Town of Concord HR leadership and school district leadership in reviewing evaluating and managing benefits offerings and programs of the school district. Serve on the Insurance Advisory Committee and attend regular meetings on benefits related district compliance with workers compensation cases and management and develop and maintain a district wide strategy to minimize employee the maintenance of accurate and complete personnel records and employment files to ensure the accuracy of employees compensation position eligibility and compliance with state and federal regulatory mandates; ensure rules concerning confidentiality and retention are training and guidance to administrators and staff related to Family Medical Leave Act (FMLA) Americans with Disabilities Act (ADA) Parental Leave Fair Labor Standards Act OperationsDevelop and maintain the school district employee handbook personnel procedures manual and school employee job participate in efforts to expand the use of software to manage track and analyze HR data across district the payroll office with processing information related to employees leaving the school system (retirement exit interviews unemployment COBRA etc.) consistent with district local state and federal Bargaining and Union Contractual MattersSupport and attend collective bargaining sessions for the 8 bargaining unitsProvide support to employees and managers regarding personnel procedures collective bargaining provisions and SC policy related to contractual processes for reductions in force non-renewals annual reasonable assurance processes and recall of employees as Education and Experience:Minimum of five years of experience working in the field of human resource management at least three of which occurred in Massachusetts public degree or higher in business administration human resources management or related ability to deeply understand and proactively address the human capital needs of demonstrated knowledge of & ability to understand interpret and apply the state and federal laws and policies pertainingto human resource ability to develop and implement innovative recruitment and retention to work effectively with a variety of stakeholders across the district including the district management team departmentleaders union leadership and all in and ability to learn and understand the current issues related to public educationCommitment to the value of diversity and to increasing diversity in the workforceExcellent problem solver independent and entrepreneurialCommitment to providing high quality customer serviceStrong track record as an implementer who thrives on managing a variety of key initiatives concurrentlyExcellent written and oral communication skillsAbility to maintain confidentiality regarding sensitive personnel mattersFlexibility to meet changing work needs and demandsSalary and Terms of EmploymentFTE Full-time year-round position (non-union).Salary: Commensurate with experienceAt least 5 years of relevant experience requiredReport to: Superintendent of Schools
