Job Description
Job Title: Business Analyst II
Location: Tennessee Local Candidates Only
Experience Required: Minimum 5 years of increasingly complex and responsible experience in the last 5 years
Education: Bachelors Degree (BA/BS) required; advanced degree a plus
Job Summary:
The Business Analyst II serves as an experienced liaison between business units and IT responsible for leading analysis efforts for complex public sector initiatives. The role involves process evaluation solution planning and ensuring alignment with Tennessees enterprise technology strategy.
Key Responsibilities:

Lead requirement elicitation analysis and documentation for multi-agency projects

Recommend and design process improvements and IT solutions

Conduct user training and support application deployment

Perform detailed cost-benefit analysis per State standards

Develop system/data flow models and technical specifications

Manage solution execution from inception through implementation

Coordinate with vendors and technical teams for integration and testing

Provide technical and operational guidance to junior analysts
Qualifications:

At least 5 years of progressive experience in business analysis

Demonstrated success leading high-impact projects in public sector environments

Strong stakeholder engagement and facilitation skills

Deep understanding of State of Tennessees IT frameworks

Ability to handle cross-functional integration
