Description of Job

About the Position:
This position provides professional structural engineering knowledge for the design of highway structures and components for construction projects development of Structural Standards and Specifications and the appraisal and rating of existing structures. Checks designs reports and other structural engineering submittals prepared by consultants and department personnel providing the direction necessary to bring the designs into compliance with state and federal rules objectives and guidelines. Helps construction and maintenance personnel interpret structural plans and specifications in order to resolve construction issues. Provides input to the maintenance of the departments Structural Standards and Specifications. Researches and advices management on new theories products materials processes and software pertaining to structural engineering.

Major duties and responsibilities include but are not limited to:
Standards & Specifications

Design Studies
  • Select appropriate highway structures for construction optimizing safety economic construction and aesthetic and durability considerations.
  • Prepare structure selection reports by preparing general layouts costs estimates and documenting findings and project decisions.
Design/Detailing/Analysis
  • Design highway structures and structural components conforming to state and federal requirements and objectives using engineering principles national design specifications and the Departments structural Standards and Specifications.
  • Prepare construction specifications for structures.
  • Evaluate and report the condition and capacity of existing structures for overloads rehabilitation or remedial action.
Construction
  • Provide construction assistance on projects including helping construction and maintenance personnel interpret the bid documents.
  • Perform the inspection of fabricated structural products.
  • Redesign portions of the proposed structure as needed to resolve field problems.
  • Review and suggest changes to the shop drawings to make them conform to the intent of the bid documents.
QC/QA/Rating
  • Independently check structure selection reports and structural bid documents for in-house and consultant projects providing the necessary direction to bring them into compliance with state and federal requirements and objectives engineering principles national design specifications and the Departments structural Standards and Specifications.
  • Make the calculations and prepare structural rating packages for new and existing bridges.
Communication
  • Communicate (meetings telephone and correspondence) with outside parties to establish the purpose schedule and design requirements for the Departments projects and other assignments.
Field Engineering
  • Inspect structures in the field for the purposes of appraising structures; resolving design construction or maintenance issues.
  • Utilize knowledge and understanding of site topography material degradation and overall structural behavior.
Training
  • Read industry publications and attend training seminars and presentations to stay abreast of new structural engineering related products materials practices software and research.
  • Assist coworkers and the consulting community in the practical use of new products materials software and research related to structural engineering.
Management
  • Coordinate the design efforts of contributing engineers and supervise the Departments Technicians in the preparation of project bid documents.
  • Train and assist other personnel in the design of highway structures and answer related questions regarding the meaning or intent of standards specifications and procedures.
Structure Assessment Management
  • Assist the Regions and the structural asset management unit with identifying scoping and prioritizing needed structural work for individual structures or groups of structures.
  • As assigned cross train in the bridge inspection and asset management programs and performs NBI and Pontis inspections provide asset management data analysis and prepare reports.

Work Environment:
  • Primarily 8:00 am 5:00 pm work hours Monday-Friday potential for flex time
  • Opportunity to work from home up to 2 days a week starting from 6 months after hire.
  • Approximately 20% spent in the field 80% spent in the office
  • Daytime travel during business hours to project sites to attend meetings conduct preliminary engineering investigations.
  • Occasional evening/night and weekend work depending on construction projects.
  • May be required to work on call during road closures as needed.
  • Overnight travel to projects throughout the Region as well as to meetings in other parts of the state: approximately 10%
  • Required to work in proximity to heavy traffic in variable weather and over variable terrain
  • Exposure to hot cold wet humid or windy conditions caused by the weather.
  • Contact with water or other liquids; or exposure to nonweather-related humid conditions.
  • Required to operate CDOT vehicles

OR
  • Current valid licensure as a Professional Engineer from another U.S. states Board of Licensure. If meeting qualifications with an out-of-state PE license it would be a condition of employment to obtain your Colorado PE license within six months of hire.

Preferred Qualifications
Theexceptional applicantbe a licensed Professional Engineer withproven ability or accomplishment in the following:
  • Demonstrated success with the duties listed in the Description of the Job section;
  • Years of State service experience related to the duties of this position;
  • Has taken Structural Engineering Courses or has a Masters Degree in Structural Engineering
  • Has stamped plans and specifications as Engineer of Record;
  • Has served as the Engineer in responsible charge for a transportation construction;
  • Civil engineering construction and design knowledge and experience including current working knowledge of civil engineering processes theories laws principles conceptual models and best practices especially for transportation related projects;
  • Knowledge and experience with the CDOT Construction Manual CDOT Material Manual CDOT Project Development Manual CDOT Standards & Specifications Manual CDOT M&S Standards MUTCD CDOT Design Manuals and AASHTO Design Guides and other industry design standards;
  • Consultant management experience;
  • Experience with contract modifications;
  • Experience with project budgets and providing accurate documentation;
  • Experience evaluating proposed designs;
  • Strong attention to technical detail and accuracy;
  • Strong analytical reasoning problem solving and decision making ability;
  • Excellent planning organizational time and project management skills and experience;
  • Excellent facilitation presentation and communication skills both written and oral;
  • Experience managing budgets to ensure cost effectiveness of projects or programs;
  • Proven ability to collaborate and build relationships;
  • Ability to partner with professionals consultants vendors stakeholders and staff with sensitivity to their needs and priorities;
  • Experience negotiating with individuals or groups to find mutually acceptable solutions; experience building consensus for acceptance of a document or solution to an issue;
  • Flexibility/adaptability in response to changing conditions or unexpected obstacles;
  • Ability to work effectively in independent and team situations;
  • Passion for safety;
  • Fluency in Microsoft Office Suite (Word Excel Access) Google applications and Gmail familiarity with SAP and the ability to quickly learn other software systems.
