Seattle Public Utilities is seeking a dedicated Senior Regulatory Planning & Development Specialist to support critical environmental compliance programs. This position plans leads and implements various environmental programs and strategies to maintain compliance with SPUs regulatory requirements with two primary focus areas: NPDES Municipal Stormwater Permit and SEPA Program administration.

Job Responsibilities
NPDES Compliance Support & Coordination
- Support compliance activities for the Citys NPDES Municipal Separate Storm Sewer System (MS4) Permit including research and policy analysis facility reviews site visits and water quality investigations
- Develop and maintain stormwater management documentation training plans and tracking tools to ensure regulatory compliance and reduce environmental impacts
- Provide staff training and technical expertise on stormwater best management practices (BMPs) and pollution prevention plans (SWPPPs) to SPU and City-wide facilities
- Collaborate with the Stormwater Permit Manager and field personnel to implement priority actions and improve environmental performance
SEPA Program Administration
- Manage the SEPA administrative process for SPU projects from intake and submittal through advertisement public comment and closeout
- Coordinate closely with the SEPA Responsible Official (SRO) to ensure regulatory compliance while providing tracking analytics and status reports to leadership
- Support capital projects across all SPU lines of business through efficient SEPA implementation
- Monitor state policy updates and provide SEPA process training to staff

Qualifications
Education: Bachelors degree in planning urban design environmental studies public administration or related field
AND
Experience: Three (3) years of experience in planning and research related to land use urban economics human services environmental issues conservation; or other work directly related to City planning and development activities (or a combination of education and/or training which provides an equivalent background required to perform the work of the class).
Work Environment/Physical Demands:
- Includes a combination of office and fieldwork
- Occasional night and weekend shifts to attend meetings and hearings.
Desired Qualifications:
- Strong knowledge of environmental regulations particularly NPDES and SEPA requirements
- Proficient in project coordination data analysis and technical documentation
- Excellent communication and interpersonal skills with ability to work collaboratively across teams
- Experience with municipal stormwater management and Washington State environmental regulations
- Background in training development and public utilities operations
Additional Information
Workplace Schedule/Environment:
- This position allows for the flexibility of a hybrid work schedule. As of January 2 2025 City employees have the option to work remotely two days a week. Individual schedules will be agreed upon by the employee and their supervisor.
- Work is performed both in an office environment and in a public setting.

The salary range for this position is $54.28 - $63.26 hourly.
