WASHINGTON STATE RESIDENCY AND TELEWORK INFORMATION

AOC requires employees to reside in Washington State. Any exceptions must be approved. If you are invited to interview and currently reside outside of Washington State seek more information about residency requirements from the AOC hiring manager for this recruitment.

This position requires you to be in the office at least three (3) days per week.

Duties and Responsibilities


The Program and Project Development Manager position will lead and manage two sub-units called Court Data Integrity and Court Consulting & Technical Assistance under the Court Service Division. The Court Data Integrity sub-unit works on a variety of data management areas that include data quality charge data management person data management statewide data standards for the Enterprise Data Repository and case data reporting. The Court Consulting & Technical Assistance Team sub-unit works on developing and supporting court programs mandated by legislation and enterprise-level technical programs such as viewing case data pre-trial programs protection orders statewide electronic filing legislative bill impact analysis and court improvement initiatives.

  • Responsible for management and supervisory duties which includes onboarding orientation and training; setting and communicating job requirements managing performance expectations and standards; coordination and implementation of work assignments and project plans; guiding mentoring and motivating staff; taking action on leave requests; travel coordinating and managing training; equipment purchases; resolving workplace conflicts; managing work and telework schedules; workforce planning; making strategic recommendations to division executives regarding hiring discipline and termination actions; and acting as liaison to other AOC service sections (e.g. HR Staff Services Financial Services) for the unit.
  • Communicates with staff to assign work and ensure that standards and deadlines are understood.
  • Regularly evaluates the work performed to ensure it is aligned with proper standards.
  • Guides and mentor staff in the management of assigned projects.
  • Sets goals and determines priorities for the section. Works with staff and stakeholders to ensure objectives goals and project priorities are achieved.
  • Participates in long range planning efforts for the CSD.
  • Recognizes tracks research and informs management on project status and outstanding issues where project objectives or policy issues require resolution.
  • Analyzes and evaluates proposed legislation and its probable impact on project and program goals.
  • Represents and may lead the agency in events conferences task forces work groups etc.
  • Develop a data quality strategy and promotes data quality practices.
  • Troubleshoot data quality issues and provide resolution strategies.
  • Evaluates current processes and recommends changes necessary to ensure achieving long-term strategic goals.
  • Identifies policy issues groups or individuals for policy resolution; may produce alternatives and strategies for resolution; and makes recommendations for resolution.
  • Performs other duties as assigned.

Qualifications and Credentials


A combination of relevant education and experience may be considered in meeting the qualifications.

  • Bachelors degree in computer science statistics business administration or closely allied field


AND

  • Five (5) years of program or project management experience in a complex information technology or business environment.
  • Three (3) years of data quality experience in a complex information technology or business environment.
  • Four (4) years of experience to include managing and directing professional staff.

  • Strong written and verbal communication skills to explain complex concepts to non-technical stakeholders and report findings in a clear concise manner.
  • Ability to expertly facilitate meetings committees lead discussions and conduct consensus building.
  • Familiarity with process improvement methodologies such as Lean Six Sigma or Agile for optimizing processes.
  • Capability to use data to track progress measure performance and identify areas for improvement.
  • Expertise in allocating human technical and financial resources effectively.
  • Understanding and managing cross-cultural teams or stakeholders.
  • High emotional intelligence is vital for managing interpersonal dynamics customer relationships and team morale.


Program and Project Management

  • Experience leading individual projects or programs.
  • Experience designing programs from vision to operations.
  • Ability to ensure that programs align with the organizations strategic vision and business objectives.
  • The ability to coordinate multiple projects that may be interdependent or span across various programs or business units.
  • Experience in working with business leaders analysts data stewards and IT teams to communicate needs impact and priorities.
  • Familiarity with both Agile and Waterfall methodologies depending on the needs of the organization and the project.
  • The ability to anticipate mitigate and manage risks throughout the program and project lifecycle.
  • Skill in managing both internal and external stakeholders communicating clearly and aligning various interests and expectations.
  • Experience negotiating resources timelines and scope adjustments with stakeholders or partners.
  • Ability to develop and manage budgets track costs and ensure programs are delivered within financial constraints.
  • Understanding customer needs and ensuring that programs deliver value to both internal and external customers.
  • Capability to look beyond immediate tasks and foresee the future trajectory of the program or product lifecycle.


Data Quality Management

  • Familiarity with the end-to-end lifecycle of datafrom data creation storage and processing to analysis and archiving. Knowledge of how each stage of this lifecycle affects data quality. a good understanding of how data quality directly impacts business operations and decision-making. This includes translating data quality initiatives into measurable business outcomes (e.g. operational efficiency improved customer experience).
  • Strong understanding of data governance principles and practices.
  • Ability to assess risks related to data quality and implement mitigation strategies.

  • The workweek may fluctuate depending on workload or agency needs.
  • Overnight travel may be required based on business needs.
  • This position is not overtime eligible.
