POSITION DESCRIPTION:

The Election Programs Coordinator works under the supervision of an Assistant Division Manager Programs Registrar-Recorder/County Clerk position or higher and are responsible for overseeing and coordinating a variety of election programs by developing and implementing systems and procedures according to program mandates; ensuring conformance with legal and legislative amendments on elections processes and resolving technical and administrative program problems related but not limited to legislation intergovernmental affairs language services accessibility access to services campaign finance voter registration and list management petition signature verification provisional ballot processing election worker recruitment etc. Incumbents must exercise a good working knowledge of departmental and unit functions and operations judgment and discretion in the compilation and use of confidential and sensitive information and the ability to write and speak effectively.

Essential Job Functions

WHAT DOES AN ELECTION PROGRAMS COORDINATOR DO

Oversees the activities of a unit to ensure all election related processes meet the expectations of the department with minimal supervision.

Takes the lead on developing and implementing procedures and best practices to be utilized by the department and to ensure compliance with policy and program goals.

Conducts research and analyzes data regarding voter trends service delivery election results and other related statistics to prepare reports to provide to management and external stakeholders.

Oversees the departments legislative agenda which includes tracking state and federal legislation and policies conducting analysis and developing legislative/policy proposals.

Performs liaison services for the department which includes serving as the primary point of contact with the Board of Supervisors the California Secretary of States Office external stakeholders and responding to constituent issues.
Oversees and coordinates the departments language services and accessibility programs to ensure compliance with all relevant policies laws and regulations.

Requirements

Option I: Three (3) years of experience in staff capacity*analyzing and making recommendations for the solution of problems involving organization procedure program budget or personnel in election programs the public sector or other government programs.

Option II: One (1) year of experience at the level of Head Election and Document Processing Services**.

LICENSE:
A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions.

PHYSICAL CLASS:

II - Light: This class includes administrative and clerical positions requiring light physical effort that may include occasional light lifting to a 10-pound limit and some bending stooping or squatting. Considerable ambulation may be involved.

DESIRABLE QUALIFICATIONS:

  • At minimum two (2) years of experience in policy analysis including monitoring and tracking legislative developments; preparing a wide range of legislative documents and correspondence including but not limited to memorandums reports legislative analysis and programmatic reports; evaluating potential impact of policy changes and delivering well-informed recommendations.
  • At minimum two (2) years of experience working to advance accessibility for individuals with language barriers or disabilities. This includes developing and implementing strategies to improve communication access ensuring compliance with relevant accessibility laws and standards collaborating with diverse stakeholders to identify and address barriers and promoting inclusive practices that enhance participation and engagement for all community members.
  • At minimum two (2) years of experience collaborating and engaging with government officials at the federal state county or local levels AND community stakeholders. This includes organizing and facilitating events focused on policy election or accessibility; conducting targeted training or informational briefings; and addressing stakeholder concerns to foster open communication and collaborative problem solving.

Additional points will be awarded to qualified applicants who demonstrate any of the Desirable Qualifications in their responses provided on the Supplemental Questionnaire.

SPECIAL REQUIREMENTS INFORMATION:

*Staff Capacityis defined as work experience within an organization providing program and administrative support to management. Work includes assisting and supporting administration by conducting research analysis and making recommendations to managers on matters such as: utilization of personnel; allocation of funds; workload and workload fluctuations; legislative analyses; and program and procedures for accomplishing objectives.

**Experience at the level of Los Angeles County class ofHead Election and Document Processing Services (1205)is defined as experience in planning directing and supervising the activities of a unit performing election recording or document processing.

ASSESSMENT PROCESS:

TRAINING AND EXPERIENCE (T&E) EVALUATION: This examination will consist of an evaluation of the training experience and education you list on a questionnaire and assign a score based on a standardized scoring system. This part of the assessment is worth 100% of your score.

ELIGIBILITY AND VACANCY INFORMATION:
Qualified candidates who pass the assessment with a score of 70% or higher are placed on the eligible register for a period of six (6) months. We will use this list to fill vacancies within the RR/CC as they occur. Appointees may be required to work any shift including evenings weekends and holidays.
