Job Description

ABOUT OATH:

The City of New Yorks Office of Administrative Trials and Hearings (OATH) is the nations largest administrative tribunal holding approximately 400000 trials and hearings a year. As the Citys central independent administrative law court OATH adjudicates a wide range of matters filed by nearly every city agency board and commission. OATH also houses the Center for Creative Conflict Resolution which provides mediation and restorative justice support to City government agencies and the general public and the Administrative Judicial Institute a resource center that provides training continuing education research and support services for administrative law judges and hearing officers.

OATHs Hearings Division adjudicates summonses issued by over 25 different City enforcement agencies for alleged violations of law or City rules. OATHs Clerks Office is responsible for all of the administrative work associated with hearings including scheduling responding to inquiries mailing out decisions processing refunds and accepting payment on penalties imposed. In a calendar year the Clerks Office might process close to one million summonses.

JOB DESCRIPTION:

OATH is seeking a seasoned attorney and experienced manager to be the Assistant Commissioner / Deputy Chief Clerk for OATHs Clerks Office. The ideal candidate is a team leader adept at multitasking supervising staff and monitoring daily processes who also understand the importance of due process and legal risk. The Deputy Chief Clerk will oversee the daily operations of the clerical and administrative functions in each of OATHs Hearing locations throughout the five boroughs including revenue post hearing unit correspondence call center intake and the calendaring of cases. The Deputy Chief Clerk may be required to travel to the Hearings Divisions five borough offices based upon the Divisions needs. As a senior leader the Deputy Chief Clerk will report directly to the Deputy Commissioner / Chief Clerk who oversees a division of over 120 staff.
The responsibilities of the Deputy Chief Clerk include but are not limited to:
-Mastering developing implementing and ensuring team compliance with the offices standards and protocols
-Overseeing the prompt intake and processing of cases and the timely dissemination of decisions and other post adjudication correspondence
-Maintaining procedures including databases or other systems to effectively manage productivity timeliness and staffing needs
-Establishing effective working relationships and cooperative interaction with the legal support personnel
-Establishing cooperative communication with and acting as liaison to the Adjudication Division
-Interpreting rules and agency standards and policies to staff and respondents when necessary
-Conducting periodic assessment of units to ensure optimum efficiency and effectiveness of policies
-Performing special assignments and projects including but not limited to oral and/or written presentations
-Working proactively and independently to solve difficult issues that may arise

HYBRID OFFICE / REMOTE WORK SCHEDULE AVAILABLE AFTER INITIAL TRAINING PERIOD.

Qualifications :

Admission to the New York State Bar; and four years of recent full-time responsible relevant satisfactory legal experience subsequent to admission to any bar eighteen months of which must have been in the supervision of other attorneys in an administrative managerial or executive capacity or performing highly complex and significant legal work.

Incumbents must remain Members of the New York State Bar in good standing for the duration of this employment.
