Job Description
To serve as a civilian employee of the Indiana State Police whose primary responsibility is to provide software and systems administrative support for ISP systems that operate various law enforcement applications.
Job Duties
- Analyze design maintain and manage applications and databases of a complex nature in accordance with general Department guidelines.
- Identify develop install and monitor system hardware software and applications to ensure a high level of system availability and operating efficiency.
- Ensure system security integrity availability and confidentiality by establishing promulgating and monitoring compliance with Department security policy in accordance with FBI CJIS Security Policy.
- Ensure agency data integrity database availability and performance.
- Develop and maintain hardware software applications and security operational procedures.
- Function as system administrator network and database manager.
- Represent the Department at various technical and user meetings including acting as a liaison with the Indiana Office of Technology (IOT) and ISP vendors.
- Provide training and guidance to other users.
- Establish and maintain written procedures and guidelines for system operations and application processes.
- Confer with user liaison personnel to analyze new or changing business needs or to review operational and performance problems with existing applications.
- Direct instruct coordinate and review the work for compliance to shop standards of other applications as required.
- Participate as a member of project teams or other groups to study computer related problems or possible enhancements as required.
- Accept after hours call outs regarding any system or application problems that may develop.
- Manage database management systems (DBMS) and servers by maintaining DBMS software monitoring and tuning database and server performance and protecting data integrity and availability via appropriate database backups and related strategies.
- Maintain an awareness of current changes or revisions to system hardware and software in order to appropriately plan and implement updates to maintain system security and stability.
- Prepare specifications and recommendations for the acquisition of vendor-supplied software subsequent releases and maintenance refreshes.
- Install tune and monitor system software; analyze and diagnose hardware and system software problems; and obtain and apply vendor-supplied program temporary fixes and software patches as necessary.
- Monitor and analyze system capacity use and prepare and submit capacity planning reports and effect tuning as necessary.
- Document security policy controls and procedures and assist Department users and other criminal justice agencies with implementing such controls.
- Document technical compliance of Department users and other criminal justice agencies with Department and FBI CJIS Security Policy.
- Review other criminal justice agencies network designs for compliance with Department and FBI CJIS Security Policy.
- Establish security incident response and reporting procedures to discover investigate document and report to the Department the affected criminal justice agency and the FBI CJIS Division ISO major incidents that significantly endanger the security or integrity of criminal justice information (CJI).
- Maintain device and user security authorization and authentication in application software security configurations.
- Prepare and maintain CJIS Security Awareness Training for all levels of personnel.
- Prepare maintain and test system disaster recovery plans and execute such plans when required.
- Review and/or prepare and submit changes for department firewalls routers and switches.
- Recommend and attend training as necessary to acquire and maintain knowledge and skills required for job proficiency.
- Perform other duties as required.
Job Qualifications
- Must possess an Associates Degree or equivalent college credit hours in a computer technology related area AND at least three (3) years of full-time professional experience in a computer science field.
- Must possess valid Indiana driver license.
- Carry a telephone in order to perform system problem analysis 24 hours a day 7 days a week.
- Willing to work extended hours as necessary and to be away from home in order to attend required training seminars as necessary.
- Knowledge of business systems analysis and design techniques and management principals.
- Knowledge of database analysis design and implementation techniques and management principals.
- Knowledge of application design development testing debugging integration documentation and version control methods.
- Knowledge of operating systems process CPU utilization storage and file system access methods management and tuning methodologies.
- Knowledge of Linux server class (Red Hat Oracle Enterprise Linux or variant strongly preferred) and Windows Server operating systems.
- Knowledge Oracle database 11g 12c or 19c administration
- Knowledge of SQL and PL/SQL
- Knowledge of Cisco ASA Fundamentals
- Knowledge of telecommunications network design and diagnosis methodologies.
- Knowledge of information security best practices and methodologies.
- Skills proficiency in database analysis design and implementation using DDL.
- Skills proficiency in Oracle DBMS software installation (oracle 11g 12c or 19c) maintenance tuning and usage.
- Skills proficiency in operating systems software installation maintenance tuning and usage.
- Ability to perform business systems analysis and design following general agency guidelines.
- Ability to develop computer systems using sound judgment in selecting techniques and procedures most appropriate to the business problem.
- Ability to read and understand vendor supplies technical and diagnostic manuals journals and other documentation and apply the knowledge logic and procedures routinely.
- Ability to adapt to various forms of technology equipment to accomplish work (computer workstations and tablets system hardware and software consoles server-class computer processors network switches routers and firewalls).
- Ability to communicate effectively both verbally and in writing.
- Ability to work independently prioritizing simultaneous duties or projects maintain concentration for prolonged periods of time and meet deadlines with minimal supervision.
- Ability to maintain confidentiality.
